1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for improvements to the Village Green at the Plestor, West Liss, as part of the Hampshire Villages Initiative, at an estimated cost of £59,500 including some developer funding, be approved.

2. Reason

2.1 This decision supports the following Aims of the Corporate Strategy:

      (i) Aims 1 and 4 (Maximising Life Opportunities and Building Strong and Safe Communities) by creating opportunities for the local community to address local environmental and traffic issues through public involvement and partnership working, and making the area safer by reducing the width of the road and closing the side road to through traffic.

      (ii) Aim 2 (Stewardship of the Environment) by implementing a scheme that will improve the local environment and enhance the distinctiveness and quality of the green locally known as the Plestor, by helping improve the historic conservation area of West Liss and improving the setting of the ancient Oak tree and the listed buildings.

3. Other Options Considered and Rejected

3.1 To implement the works in two phases and propose funding for the second phase in a future year's Hampshire Villages Initiative programme.

3.2 Alternative schemes and designs were considered, however it was advised that these were not a satisfactory highways solution. Neither did they maximise the opportunities to improve the area.
