1 Summary
1.1 The following decision is sought:
That approval be given to implement Phase 2 of the People's Network.
The report recommends that a further 205 computers are put into 32 libraries across Hampshire as attached.
2 Reason
2.1 There are currently 328 public internet terminals in libraries (excluding Learning Suites).
2.2 Usage has increased steadily since the People's Network was completed in 2003. In 2004-05 264,731 hours of computer time were used, over 435,800 sessions, giving an overall utilisation figure of 55%. Already this year, 211,205 hours have been used, over 342,000 sessions, and demand continues to grow month on month.
2.3 These additional computers would enable HCC to reach the lower threshold for Public Library Standard 4 of 4.5 terminals per 10,000 population
2.4 Phase 2 will support Corporate Aim 2 (Maximising Life Opportunities) and Aim 5 (Improving Services)
2.5 The necessary equipment and software will be procured, installed and supported by IT Services and payment for these services will be spread over the life of the systems and the equipment. It is estimated that the cost will be £170,000pa and that there will be further one-off costs of £30,000. In the absence of additional resources for this, it will be necessary to accommodate this within existing budgets, through efficiency savings within the Recreation & Heritage ICT budget.

3 Other Options Considered and Rejected
Not implementing Phase 2 will mean that we won't satisfy customer demand, or achieve the Public Library Standard.
