This report is intended to assist in meeting the following aims of the Corporate Strategy:

Aim 5 - Improving Services

This report sets out the proposed terms of reference and membership of the Scrutiny Panel.

1. Introduction

1.1. At the meeting on 15 September the Committee agreed to set up a Scrutiny Panel to look in detail at the Library and Information Service in Hampshire. The Panel is to begin its work following the conclusion of the Arts Scrutiny Review. Members requested a report to the next meeting of the Committee proposing terms of reference and membership of the Panel.

2. Terms of reference

2.1 It is suggested that the terms of reference of the Panel are as follows:

    · to examine the existing use of resources and value for money in the Library and Information Service, paying particular attention to overheads and the cost of books and other materials

    · to undertake a preliminary evaluation of the benefits of the Discovery Centre programme and its impact on existing library users

    · to consider and make recommendations to the Policy Review Committee and Executive Member on ways of improving the service, and

    · to identify the resource implications of any such recommendations

3. Membership

3.1 The membership of the Panel should be proportional. It is suggested that the Panel should be formed of five members drawn from the Policy Review Committee - three Conservative, one Liberal Democrat and one Labour.

Recommendation

That the terms of reference and membership of the Library Scrutiny Panel as set out in the report be approved.
