1. Summary and Purpose

1.1. This report provides Members with information about the issues brought to the attention of the Committee and the action taken as a result of these referrals. It sets out the inquiries received, the source of this inquiry and action taken. Where appropriate comments have been included and copies of briefings or other information attached.

1.2. The approach adopted provides the route through which Patient and Public Involvement Forums (P&PIFs) and other partner organisations (Hampshire district councils, NHS organisations, voluntary and independent sector providers and organisations that are representative of social care service users and carers) can raise issues with the Committee.

1.3. Where inquiries raised with the Committee are already subject to monitoring or other performance management activities the action taken will be focused on the local resolution of inquiries through appropriate sign-posting to the agency best placed to respond.

1.4. Where an issue cannot be satisfactorily resolved between the parties concerned then the Committee can consider options for further action.

1.5. New issues raised with the Committee, and those that are subject to routine reporting are set out in Table One of this report.

1.6. The recommendations included in this report support Aim 5 of the Corporate Strategy (Improving Services) through the overview and scrutiny of health services in the Hampshire County Council area.

Return of routine neurology referrals

Issue is still to be resolved. In response to specific questions on backlog of patients, waiting times and arrangements for lifting the quota system the SHA has indicated

    · A new consultant post has been advertised

    · Additional clinics are taking place and the back log should be dealt with by the end of November

    · From December 1, 30 new referrals will be accepted per month, reducing the number of referrals returned to GPs by approximately 50%

    Communications with GPs also needs to be addressed.

 

Healthcare Commission

 

Responses provided to all PCTs and NHS Trusts who contacted the Committee, this totalled 14. Comments focused on the following as appropriate progress with P&PI, compliance with NICE Guidance and Governance (neurology referrals). Copies are available from the Health Scrutiny Manager

2. Recommendations for Action:

2.1. Closure of the Grange and Blackbrook Birthing Centres

      _ The Joint Committee continues to monitor progress with the review of maternity service planned by the PCTs

      _ The relevant Maternity Services Liaison Committee, P&PIFs and District Councils are able to contribute to the review process

2.2. Compliance with NICE Guidance

      _ Members receive a copy of the eligibility criteria, and the section 11 engagement supporting this work when available

      _ Members note the confirmation from the SHA that screening for Down's syndrome is available to all women attending maternity units in Portsmouth and the Isle of Wight. Women attending Southampton and Winchester units will be offered screening from the end of this year. Women attending maternity units in Basingstoke are expected to be offered screening from 1 January

2.3. Ambulance Service Estates Strategy

      _ The Committee is advised of the consultation document when it is published

2.4. Return of Neurology Referrals

      _ The correspondence to date is noted

      _ Members receive confirmation that patients are being seen within target waiting times and that the delays imposed by the quota system continue to be addressed.

2.5. Aldershot Health Centre

      _ Members note the response to the questions raised with the PCT

25 November 2005: Progress with Aldershot Health Centre

i. What will be housed at the Centre when it opens - no

of GPs, services it will provide etc etc. Both NHS and military If memory serves this is a moving target;

Aldershot Centre for Health will be a collaboration between the NHS and the Army to provide medical services to the local community. The new building will also host outpatient and diagnostic services previously provided by the local acute trust (Frimley Park) from the Cambridge Military Hospital (CMH). The Army will occupy 22% of the building and the PCT 78%. The PCT hold the Head lease and Frimley Park, Surrey and Borders Partnership and the GPs hold a sub-lease.

The Aldershot Centre for Health will offer the following services:

    Acorn Substance Misuse service

    Army Medical services

    Assertive Outreach services

    Audiology

    Children's and Adult Mental Health services including

        · Crisis Intervention services

        · CMHTs

        · Early Intervention services

    Community Nursing services

    Community Dental services

    Community Midwives - antenatal and parent craft classes

    Diagnostic and Treatment services (FPH)

    General Dental Practice

    Older People's CMHTs

    Outpatient services (FPH)

    PCT Office accommodation

    Physiotherapy

    Podiatry

    Primary Care Counselling services

    Public Health and Health Promotion

    Space for a Minor Injuries Unit

ii. What is the timetable assuming that the building

proceeds for opening;

The proposed timetable as of 20th October 2005 is as follows:

However this is subject to confirmation of the final construction programme from WILKY (The Developer)

iii. Linked to i - how much space was planned for the PCT

HQ - what will be the financial consequence if there is no PCT to occupy the space;

The space allocated on level 4 for the PCT HQ is as follows:

Rental £281,990.60 based on a Unitary charge of £262 / sqm

If the PCT Headquarters does not occupy the space then a tenant will need to be found and the space sub-let by the PCT.

iv. Do you have a contingency plan if the building falls

through - what is it (you have a practice in temporary accommodation?) are there any financial consequences?

No the PCT does not have a contingency plan if the building falls through. Status quo would remain, but some existing buildings are unsuitable for continued use. The financial consequences to the PCT will be all the professional fees paid to date.
