Summary

   

1.1

Subject to the views of the Buildings, Land and Procurement Panel, the Executive Member (Policy & Resources) gives authority to:

   
 

i)

the disposal of 5.33 hectares (13.17 acres) of land at Woolston Road and 1.99 hectares (4.92 acres) of land at the former Park House Primary School site, Leigh Park, subject to a further report to Executive Member following receipt of schemes and financial offers;

   
 

ii)

the Chief Executive be authorised to enter into Section 106 Agreements and other legal agreements to secure and obtain planning approvals for these schemes;

   
 

iii)

up to 100% of the net sale proceeds of the sale of part of the former Park House Primary School site to be retained to meet the costs of the Education Centre and BESD School, Leigh Park; and

   
 

iv)

up to 100% of the net proceeds of the sale of land at Woolston Road, Leigh Park to be retained to meet the costs of the Education Centre and BESD School, Leigh Park and local community projects in Leigh Park respectively, in proportions to reflect the relative contributions to the capital receipt arising from the sale of the land for housing development.

Reasons

   

2.1

Reinvestment in Special Education and community projects in Leigh Park to provide new educational facilities and accommodation to replace inadequate and temporary buildings and improve the local community infrastructure.

   
   

2.2

This decision supports the following Aims of the Corporate Strategy.

   
 

Aim 1 - Maximising life opportunities by providing new, improved education facilities.

   
 

Aim 2 - Stewardship of the environment by encouraging good design and environmental safeguards as part of the proposed developments.

   
 

Aim 4 - Building strong and safe communities by providing improved community facilities and encouraging good design for security.

   
 

Aim 5 - Improving services by providing new, improved education and community facilities.
