REPORT OF THE
GOVERNANCE COMMITTEE
PART II
ELECTORAL COMMISSION CONSULTATION PAPER ON PERIODIC ELECTORAL REVIEWS
1. The Electoral Commission have published a consultation paper on periodic electoral reviews, which has been the subject of detailed consideration by the Committee. A full response has been sent to the Local Government Association and the Electoral Commission on behalf of the County Council.
2. The Committee took the opportunity to reiterate the County Council's strong opposition to two-member wards, which had been imposed on some areas in the County as a result of the last electoral review. They also stressed the importance which the County Council attaches to community identity, in their view a more significant factor than the rigid numerical approach to electoral equality.
3. The Committee was also of the opinion that it would make more sense for reviews of divisions and wards at County and District level to be conducted simultaneously, as this is considered to be the most practical and effective way forward. This contrast with the recent review in Hampshire which was undertaken only after that for the Districts. Ward boundaries and county electoral division boundaries should be considered in tandem. It will be much easier to maintain public interest if the two reviews are conducted simultaneously, and the outcome is likely to be improved community cohesion and understanding on the part of the electorate.
4. The text of the full response submitted has been sent electronically to all Members of the Council.
