1. Summary

1.1 The following decisions are sought:

(i) That the revised Environment Capital Programme set out in the attached report and appendices be approved.

(ii) That the proposed arrangements for progressing the remaining developer funding from the Knightwood development and for use of small residual sums of developer funding be approved.

2. Reason

2.1 The Environment Capital Programme is monitored closely in order that schemes are, as far as possible, started within the programme year and that the costs are consistent with programme values and spending targets.

2.2 There are changes proposed in this report which will help meet the spending targets set through the Annual Progress Report (APR) of the Local Transport Plan (LTP).

2.3 Any decisions made in relation to the Environment Capital Programme will support Aims 1 to 5 of the Corporate Strategy as expressed in both the current (2001 to 2006) and new (2006 to 2011) Hampshire Local Transport Plans.

3. Other Options Considered and Rejected

3.1 Not amending the programme as proposed would adversely affect the County Council's ability to hit its spending targets and hold up improvements which will help promote the County Council's LTP targets to encourage walking and cycling.
