1. Summary
1.1 The following decisions are sought:
(i) That approval be given to the option for a one year extension and a second year in principle on the Household Waste Recycling Centre contract.
(ii) That the Director of Environment be given delegated authority to negotiate contract changes associated with legislative and/or market changes during the extension period, and, subject to continuing good performance by the management contractors and their agreement, be given delegated authority to extend the contract term by another year during 2006.
1.2 The Buildings, Land and Procurement Panel considered this item on 7 December 2005. Members' comments will be reported orally at the meeting.
2. Reason
2.1 This decision supports Aim 5 (Improving Services) of the Corporate Strategy by providing an ongoing Household Waste Recycling Centre (HWRC) service.
3. Other Options Considered and Rejected
3.1 Retendering of the HWRC contract would only be considered if significant cost savings were expected to be achieved. The expectation is that the next round of HWRC contracts will see costs rise on the back of greater service demands. Retendering the contracts at this stage would probably give rise to a higher than necessary cost increase coming through, as the prospective contractors would almost certainly price in risks that are presently difficult to quantify accurately.
