1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the installation of a Puffin crossing at Chilbolton Avenue, Winchester, to be externally funded at an estimated cost of £56,000, be approved.

2. Reason

2.1 This decision supports Aim 1 (Maximising Life Opportunities) of the Corporate Strategy by helping meet the County Council's objective of providing opportunities for the whole community and reducing the impact of discrimination. It also supports Aim 2 (Stewardship of the Environment) by making walking and cycling more attractive and helping meet the County Council's objective of reducing the environmental impact of transport.

3. Other Options Considered and Rejected

3.1 Alternative types of crossing are not appropriate in this case. The crossing needs to accommodate various pedestrian users from the locality, and to control traffic flows to enable them to cross in safety.

3.2 To not provide a crossing facility. This is not recommended as increasing numbers of pedestrians are expected to cross here due to new development in the area. Chilbolton Avenue is perceived as dangerous to cross due to its width, and the volume and speed of vehicles, which in combination reduce the opportunities to cross.
