1 DECLARATIONS OF INTEREST
Members were mindful that where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. There were no declarations of interest.
2 MINUTES
The Minutes of the meeting held on 21 April, 2005 were agreed as a correct record and signed by the Chairman.

4 CHAIRMAN'S COMMUNICATIONS
The Chairman welcomed Mr. Kalis, Councillor Evans and Mr. Metcalf to the meeting.
5 LYMINGTON KEYHAVEN COASTAL AREA MANAGEMENT REPORT MAY TO NOVEMBER 2005
The Panel received and noted the report of the Director of Recreation and Heritage (Item 6) in the Minute Book highlighting work undertaken since May 2005.
Staff from DEFRA had visited the Reserve in the summer and had been impressed by work carried out. Large areas of invasive rush had been treated on Oxey Marsh during the summer.
Permission had been obtained from English Nature for the island in Normandy Lagoon to be reduced in height by half a metre for the benefit of wildfowl there.
Fox control had been humanely and successfully undertaken around North Lagoon with consequently fewer eggs and chicks destroyed.
New Kissing Gates had been installed and access paths and tracks improved. Interpretation Panels had been installed on the marshes and this had generated positive comments from visitors.
6 MOSES DOCK
The Panel received and noted the oral report of the Flood Risk Manager, Environment Agency.
The lock gates at Moses Dock had been replaced at a cost of £80,000. A new bridge had been constructed over the lock gates and pedestrian access restored. Passage over the bridge was denoted as a permissive right of way, rather than a public right of way. Improvements would be made to footpaths in the vicinity of the dock. The Environment Agency was to discuss with the County Council further work to improve access for wheelchair users.
Councillor Culver-Williams expressed the appreciation of Town Council for the work on Moses Dock and the Reserve. The Chairman was to write to the Floor Risk Manager on behalf of the Panel and Management Committee. Captain Everett raised health and safety issues on the footpath beside Moses Dock. A joint scheme to widen the wall of the Dock would be undertaken by the County Council and Environment Agency by summer 2006.
7 MANOR FARM (EFFORD) - GRAVEL PIT AND LANDFILL SITE
The Panel received and noted the oral report of the Director of Environment.
The current extraction at Lower Farm and other activities on the marshes were explained. The Efford Land Fill- Phasing Plan (2nd Phase) had completed cells 18, 19 and 20 (Phase IV D - New Milton Sand and Ballast). Work was in progress in cells 15, 16 and 17.
Attention was drawn to the odour emanating from the marshes. Prevention measures were under discussion. Such works were outstanding on Areas 15 and 16.
It was explained that weather conditions affected gas and its disposal. Temporary automatic flames were being used. These would be removed when the work on cells 15 and 16 were completed. The problem would be raised with the operators.
Councillor Mrs. Banks requested that a site visit be organised to the marshes in Spring 2006. Mr. Cuthbert was to make the arrangements.
8 OTHER MATTERS RAISED
Mr. J. Clark sought information regarding the occurrence of Herring Gulls on the waste tip and was advised that they would leave when the tip was removed.
Captain Everett enquired what links existed with the National Park. The Chairman was to invite a representative to make a presentation to the Panel and possibly arrange a visit in the Spring 2006.
