    Bridgemary Community School, Gosport

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a new

    exercise space will have an immediate benefit for the school and the local community.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

       

    1.1

    Bridgemary Community School is a mixed school for pupils ages 11-16 years. There are currently 1,063 pupils on roll. The school is located in the north of Gosport and was constructed in 1959. Various extensions were made during the 1980s and 1990s, the most recent phase of development being a new single-storey extension to create a new learning resources centre which was completed during 2003.

    1.2

    The school now has Sports College status, with an increased requirement for indoor multi-use space. It is therefore proposed to provide an exercise space for physical education purposes, such as dance, exercise, aerobics, gymnastics and martial arts, which will be used by both the school and the local community. The estimated cost of the proposed scheme is £294,000 (excluding fees). School funding of £294,000, excluding fees, has been made available for this scheme.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

       

    2.1

    The proposed extension will be located to the west of the existing sports hall and will comprise an exercise space with link corridor and dedicated plant room.

       

    2.2

    The building will be of traditional brick construction to complement the existing school buildings, with glazing predominantly to the northeast elevation, thereby minimising solar gain and glare. The exercise space will have 4.5m clear height throughout and a sprung timber floor.

    2.3

    Following the major refurbishment to the main central courtyard of the school in 2002, landscaping works associated with the proposed scheme will amount to minor improvements immediately adjacent to the new-build and the existing sports hall entrance.

    Funding and Timing

       
     

    The estimated cost of the proposed scheme is £294,000, excluding fees. School funding of £294,000, excluding fees, has been made available for this scheme.

    3.1

    Subject to the necessary approvals it is anticipated that tenders will be invited during March 2006, work will commence on site during July 2006 and be completed during December 2006. Due to GCSE examinations being undertaken in the main sports hall until the last week of June, it is not possible for the works to commence until July.

    Consultation with Local Member

    4.1

    Councillor Dennis Wright, the local Member for this area, has been consulted on and fully supports the proposed scheme at Bridgemary Community School.

    Conclusion

     

    The proposed scheme will provide an exercise space for use by both the school and the local community.

    Recommendation

    That the Executive Member for Education approves the design project appraisal for the proposed scheme at Bridgemary Community School at an estimated cost of £294,000, excluding fees.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £550 per year (£5 for each m² of new accommodation). The additional CO² consumption will be 5 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The site is bounded to the north by Holbrook Primary School, with a recreation ground and housing beyond. Housing borders the site on all other sides.

        Area including comparison with local/national standards

        The total site area is 22.81 acres (9.23 hectares). The DfES guideline for a school of this size is between 22.14-23.97 acres (8.96-9.70 hectares).

        Access

        There are two main vehicular and pedestrian access points to the school from Wych Lane and the current arrangements will not be affected by these proposals. The contractor will access the site via the northern entrance and deliveries and movement of plant will therefore normally be restricted to outside school hours to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The existing school buildings are considered to be in good/fair condition for their age and type.

        Results of trial boreholes

        Previous site investigations have shown that the use of traditional foundations is appropriate.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed new building will provide a multi-purpose space of 108m² with a clear height of 4.5m internally. The building will be linked to the existing sports hall to the east, with a secure courtyard formed by the addition of a connecting wall to the north.

        The heating and ventilation plant will be combined in one unit in a plant room abutting the northern end of the building.

        No additional places are being provided.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed new multi-use space will be of traditional brick construction with steel frame and a high-performance roof covering. Daylight will be introduced using windows with metal frames. High level louvres will provide natural ventilation.

        The exercise space will be linked to the existing sports hall entrance by an enclosed link, glazed to one side, with a courtyard formed by the addition of a connecting wall to the north.

        Accessible facilities

        The site is level and well-paved and gives easy access to the new facility. An accessible toilet and changing accommodation already exists off the circulation in the adjacent sports hall.

        Heating and ventilation systems

        The exercise space will be mechanically ventilated by a new, dedicated air-handling unit located adjacent the building.

        A gas-fired burner within the air handling unit will heat the supply air and this will provide the heating requirements for the space. The unit will also comprise an air-to-air cross-plate heat exchanger which will recover heat from the extract air to preheat the incoming fresh air.

        Heating to the new link corridor will be provided from the existing space.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        The existing car parking arrangements will not change as a result of the proposed scheme.

        Landscape proposals

        Following a major refurbishment to the main central courtyard of the school in 2002, landscaping works associated with the proposed scheme will amount to minor improvements immediately adjacent to the new-build and the existing sports hall entrance.

        Situation on site and environmental impact

        The proposed new building will be located to the west of the existing sports hall, within the central core of the school buildings. Materials have been chosen to complement the existing school buildings.

      6 Planning

        A detailed planning application was submitted during November 2005.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        To be funded by the School.
