Executive Member - Education Item 8 15 December 2005 Major Projects Status Report
Report of the Director of Property, Business and Regulatory Services |
Contact: Steve Clow Ext: 7858 E-mail: [email protected]
1. Summary
1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.
1.2 Appendix 3 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.
2. Completed Schemes
2.1 Since the October 2005 meeting of the Executive Member - Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:
SCHOOL COMPLETION DATE
Alton Community School
- Building works September 2005
- Demolition and Landscaping November 2005
Brune Park Community November 2005
Chiltern Primary School November 2005
Neville Lovett Community School October 2005
Nightingale Primary - Building works November 2005
(MUGA to be undertaken Easter 2006)
Toynbee/Hayling/Noadswood October 2005.
3. Additional Works and Funding Added Post Contract
3.1 The following schemes have had further funding added to the contract for specific additional works.
3.2 Brookfield Community School
An additional £13,000 has been added to the major scheme on site at the above school from the Policy and Resources NDS Condition fund 2005/06. This will enable an inner courtyard to be raised to the same level as the surrounding buildings to comply with DDA regulations. Work was due to complete during late October 2005, however, due to the additional works, it is anticipated that work will now complete during December 2005.
3.3 South Baddesley CE (C) Primary School
Additional funding of £31,921, excluding fees, has been added to the major scheme currently underway at this school to provide a SEN room. Contributions have come from the school of £10,000, with £11,207 from the Education 2005/06 Capital Programme contingency and £10,714 from the Policy and Resources 2005/06 Capital Repairs budget.
3.4 Staunton Park Community School
Additional funding of £3,250 has been added by the school to the current major scheme at this school to provide a Healthy Living Centre. The additional funding has provided for sound system infrastructure and an induction loop.
4. Additional Works and Funding added at Pre Contract Stage
4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.
4.2 Additional funding has come from various sources including increased Education Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.
5. Current Position
5.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.
5.2 Brune Park Community School
The major scheme at this school to provide a dance studio and dining hall was due for completion during October 2005, however, due to unforeseen works associated with asbestos removal and underground services, along with a slight programme delay by the main contractor, the work was completed during late November 2005.
5.3 Calmore Infant School
The major scheme at this school to provide an integrated yet independent Early Years Centre was due to complete during late October 2005. A Partial Possession of the building was given in early November 2005 and the accommodation was available for use by the school at that time. There are, however, a number of outstanding snagging items which still need to be addressed by the contractor and it is anticipated that a full Certificate of Practical Completion will be issued during December 2005.
Conclusion
The details of the major capital projects outlined in this report will provide greatly enhanced school accommodation and facilities.
Recommendations
1. That the position of the major projects being undertaken by the Director of Property, Business and Regulatory Services be noted.
2. That the additional funding added to the major capital projects at pre contract stage, previously approved by the Executive Members' Education and Policy and Resources at design project appraisal stage, be approved.
