Minor Projects - Progress Report

1. Summary

1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Education Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees).

2. Current Position

2.1 The attached tables summarise the current position in relation to schemes funded by the Education 2004/05 and 2005/06 Capital Programme including Minor Works, Seed Challenge, William Price Trust, Schools Access Initiative (SAI), New Opportunities Fund (NOF) and Staff Workplaces budget. The tables provide details of the funding, a brief description of the works and a summary of the current position.

3. Minor Works Capital Programme 2005/06

3.1 Littlefold Family Centre, Waterlooville

    The Executive Member for Education on 26 October 2005 approved proposals to provide a range of inter-agency services from the Littlefold Family Centre which are consistent with the aims of the Children's Centre strategy. The estimated cost of the scheme to adapt existing buildings is £200,000, excluding fees. Funding of £174,000, excluding fees, is available from the Sure Start Children's Centre capital and £26,000, excluding fees, from the DfES General Sure Start Grant.

4. NDS Modernisation Programme 2005/06 - Schools Specialist Accommodation Programme

4.1 The four secondary schools, Brune Park Community College, Cowplain Community School, Noadswood School and Test Valley School have been awarded funding from the 2005/06 NDS Modernisation Programme - Schools Specialist Accommodation Programme, for the refurbishment of science laboratories. Funding of £43,103, excluding fees, has been made for each laboratory to be refurbished.

4.2 It is proposed that work at the four schools be split into two packages with Brune Park and Noadswood in one package and Cowplain and Test Valley as a second package. Work will comprise the refurbishment of two science laboratories at Noadswood School and one science laboratory at each of the three remaining schools.

4.3 Additional funding of £70,000 from Brune Park, £50,000 from Cowplain and £40,000 from The Noadswood School has been combined with the NDS Modernisation funding to further enhance the refurbishment works. Additional funding from Test Valley School has yet to be identified. Full financial details can be found in the table below.

4.4 It is intended to procure the first package of work at Brune Park and Noadswood schools with the preferred contractor, Dart and Son (Builders) Ltd, under the SME Framework. Work is due to commence on site during January 2006 and be completed during March 2006.

4.5 The second package of work will be further spilt with the work at Cowplain School being procured with Nolan Davis Contracting under the SME Framework. Work at Cowplain will commence on site during January 2006 and be completed during March 2006.

4.6 Following detailed discussions with Test Valley School, it is proposed that work at this school is arranged to for the summer of 2006. This is primarily due to the lack of alternative teaching accommodation for use during the refurbishment works.

Recommendation

      1. That the changes to the minor works programme be approved.

The improvement scheme was completed during November 2005 and associated landscaping works are currently being undertaken.

Due to higher-than-expected tenders, the scheme is now being carried out in two phases: Phase I completed in November 2005. Negotiations are still underway for Phase II and it is anticipated that works will start in the Spring term 2006.
