81. APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors Jo Kelly, D. Gillett,

B. T. Gurden and D. Simpson.

82. DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal

prejudicial interest in any matter to be considered at the meeting, they should

normally at the time of the debate declare their interest and, having regard to the

circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's

Code of Conduct, consider whether to leave the meeting whilst the matter was

discussed.

83. MINUTES

The Minutes of the meeting held on 30 November 2005 were confirmed by the

Committee and signed by the Chairman.

Arising thereon:

Minute 48 - Application for a Map Modification Order to record Bridleways on

Broxhead Common in the Parish of Headley.

Members heard that the matter was in hand and that a report would be prepared for

the Executive Member for Recreation and Heritage to review the existing equestrian

access at Broxhead Common.

86. CHANGE OF USE FROM GENERAL STORAGE TO A WASTE

ELECTRICAL STORAGE AND TRANSFER FACILITY AT INDUSTRIAL

UNIT 8, TOP YARD, CASBROOK PARK, BUNNY LANE, TIMSBURY,

ROMSEY (APPLICATION NO. 05/00732/CMAS)

The Committee considered the report of the Chief Planning Adviser (Item 6 in the

Minute Book) on proposals for a change of use of land at the existing

Industrial Unit 8, Top Yard, Casbrook Park, Bunny Lane, Timsbury, Romsey.


RESOLVED:

That planning permission in respect of change of use from general storage to a waste

electrical storage and transfer facility at Industrial Unit 8, Top Yard, Casbrook Park,

Bunny Lane, Timsbury, Romsey (Application No. 05/00732/CMAS)

(County Council Ref. TV153) be granted for the reason specified in the report and

subject to conditions specified therein.

87. VARIATION TO THE APPROVED RESTORATION PLAN TO

PROVIDE FOR A RECREATIONAL FISHERY AY WATMORE FARM,

EVERSLEY CROSS (APPLICATION NO. 05/02212/CMA)

The Committee considered the report of the Chief Planning Adviser (Item 7 in

the Minute Book) on a proposed variation to the restoration plan to provide for a

recreational fishery at Watmore Farm, Eversley Cross.

The Chief Planning Adviser reported that Condition (1) would be amended to

reflect the need to include car parking area.

RESOLVED:

That planning permission for variation to the approved restoration plan to provide

for a recreational fishery at Watmore Farm, Eversley Cross (Application No.

05/02212/CMA) (County Council Ref. HR038) be granted for the reason specified in

the report and subject to conditions specified therein and the amendment to

Condition(1) as detailed above.

88. EXTENSION OF TIME FOR EXTENSION AT PICEES LAND,

ABOVE WELSH DRIVE, BRAMSHILL (APPLICATION NO. 05/02219)

(COUNTY COUNCIL REF. HR093)

The Committee considered the report of the Chief Planning Adviser (Item 8 in the

Minute Book) on a proposed variation of Condition (1) of Planning Permission

regarding an extension of time for completion of operations at Picees Land,

Welsh Drive, Bramshill.

The Committee instructed the Chief Planning Adviser to write to the applicant, copy

to Bramshill and Eversley Parish Councils urging them to complete mineral

extraction work forthwith.

RESOLVED:

That planning permission for extension of time for extraction at Picees Land, above

Welsh Drive, Bramshill (Application No. 05/02219/CMA) (County Council Ref.

HR093) be granted for the reason specified in the report and subject to conditions

specified therein.

89. NEW SINGLE STOREY BUILDING TO HOUSE FULL DAY CARE

PROVISION FOR CHILDREN FROM 3 MONTHS TO 5 YEARS OLD

(PRE SCHOOL) AT TROSNANT INFANT SCHOOL, STOCKHEATH LANE,

HAVANT (APPLICATION NO. 05/59810/004)

The Committee considered the report of the Chief Planning Adviser (Item 17 in the

Minute Book) on proposals for a new single storey building to house full day care

provision for children.

Following a detailed discussion it was agreed that the item should be deferred to

for further information regarding the parking issues to be investigated and a further

detailed report to be submitted to the next meeting.

RESOLVED:

That a report be submitted to the meeting of the Committee on 13 February 2006.

90. LICENSED PATH AGREEMENT, MICHELDEVER

The Committee considered the report of the Chief Planning Adviser (Item 9 in the

Minute Book) on an offer for the grant of a permissive bridleway in the Parish of

Micheldever.

RESOLVED:

That the offer for the grant of a permissive bridleway from Zurich Insurance Limited

be accepted with thanks.

91. APPLICATION FOR THE ADDITION TO THE DEFINITIVE MAP OF

TWO PATHS IN THE PARISH OF DENMEAD

Councillor Allgood declared a personal interest as an occasional skip hirer

from Mr. Blackman.

The Committee considered the report of the Director of Recreation and Heritage

(Item 10 in the Minute Book) on an application to the Definitive Map of two paths in

the Parish of Denmead.

A letter was circulated to Members of the Committee from Mr Walford enclosing

additional facts that he wished to be made available in relation to the consideration

of the application for the addition to the definitive map of the two paths in Denmead.

RESOLVED:

That the application for a Map Modification Order to record two public footpaths

in the parish of Denmead on the Definitive Map be refused.


92. APPLICATION FOR THE ADDITION TO THE DEFINITIVE MAP OF A

FOOTPATH IN THE PARISH OF SPARSHOLT

This item was withdrawn.

93 APPLICATION FOR A MAP MODIFICATION ORDER FOR THE

ADDITION TO THE DEFINITIVE MAP OF A FOOTPATH FORMING A

TRIANGLE WITH FOOTPATH 49, OWSLEBURY

The Committee considered the report of the Director of Recreation and Heritage

(Item 12 in the Minute Book) on an application for a Map Modification Order for the

addition to the Definitive Map of a footpath forming a triangle with Footpath 49,

Owslebury.

RESOLVED:

That the application be refused.

94. REQUEST FOR CONSENT TO THE MAKING OF A MAP MODIFICATION

ORDER TO ADD A BYWAY OPEN TO ALL TRAFFIC IN THE PARISH OF

BARTON STACEY

The Committee considered the report of the Director of Recreation and Heritage

(Item 13 in the Minute Book) on a request for consent to the making of a Map

Modification Order to add a Byway Open to all Traffic in the Parish of

Barton Stacey.

RESOLVED:

That an Order be made to upgrade part of Barton Stacey Bridleway No. 4, between

A - B (GR SU 4398 3853 and 4411 3824) as shown on the map attached to the report

to a Byway Open to All Traffic.

95. APPLICATION FOR A PUBLIC PATH DIVERSION ORDER FOR PART OF

FOOTPATH NO. 9 IN THE TOWN OF TOTTON AND ELING

The Committee considered the report of the Director of Recreation and Heritage

(Item 14 in the minute book) on an application for a Public Path Diversion Order for

part of footpath No. 9 in the Town of Totton and Eling.

RESOLVED:

That, in the interest of the public, an Order be made for the diversion of Footpath

No. 9 in the Town of Totton and Eling. The new section of the route will run from

A (GR 434724 115205) through to C (GR 434772 115208) and D (GR 434885

115380) to terminate at B (GR 434940 115450) on the parish boundary, as shown on

the map attached to the report.

96. APPLICATION FOR A PUBLIC PATH DIVERSION ORDER FOR

FOOTPATH NO. 53A IN THE PARISH OF SELBORNE

The Committee considered the report of the Director of Recreation and Heritage

(Item 15 in the minute book) on an application for a Public Path Diversion Order for

Footpath No. 53a in the Parish of Selborne.

RESOLVED:

That, in the interest of the public, an Order be made for the diversion of Footpath

No. 53a in the Parish of Selborne. The new route of Selborne Footpath No. 53a will

run from A (GR 476965 135980) on the eastern verge of the C70 road, through to

C (GR 477055 135965) to terminate at B (GR 477295 136025) on a junction with

Selborne Footpath No. 52 as shown on the map attached to the report.

97. APPLICATION FOR A PUBLIC PATH DIVERSION ORDER FOR

FOOTPATH NO. 33 IN THE PARISH OF CORHAMPTON AND

MEONSTOKE

The Committee considered the report of the Director of Recreation and Heritage

(Item 16 in the minute book) on an application for a Public Path Diversion Order for

Footpath No. 33 in the Parish of Corhampton and Meonstoke.

RESOLVED:

That, in the interest of the public, an Order be made for the diversion of part of

Footpath No. 33 in the Parish of Corhampton and Meonstoke. The new section of the

route will begin at a set of broad steps near C (GR 461236 118685) and proceed in a

north easterly direction through the woods paralleling Brockbridge Lane, to a point

near GR 461346 118840. It will then continue north through the woods to rejoin the

definitive alignment of Footpath No. 33 at B (GR 461362 118984) as shown on the

map attached to the report.
