1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the provision of new and modified infrastructure in Alton, including road signs, street lighting, widening of islands, footpaths and dropped kerbs, at an estimated cost of £206,500, be approved, subject to the additional funding being included as an amendment to the 2005/06 Environment Capital Programme.
2. Reason
2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by providing new infrastructure to facilitate improved pedestrian and vehicle access and safety in and around the town of Alton as well as contributing to a reduction in crime and the fear of crime for pedestrians. This project appraisal is for the second phase of the Alton Accessibility programme of works for 2005/06.
3. Other Options Considered and Rejected
3.1 Orchard Lane roundabout: widening of splitter island to create a pedestrian refuge on the north-east exit was rejected at the detailed design stage as the resulting carriageway width would have proved a problem for large vehicle turning movements. Widening the carriageway to accommodate the splitter island could only have been achieved by significantly reducing the footway widths adjacent to the carriageway. This was considered unacceptable.
