1. Summary
1.1 The following decision is sought:
That Gosport Borough Council be informed that:
(i) Consent is given by Hampshire County Council under Section 39 of the Road Traffic Regulation Act 1984 to general revisions to the "Borough of Gosport (Off-Street Parking Places) (Gosport and Lee-on-the-Solent) Order".
(ii) Consent is given by Hampshire County Council, pursuant to Traffic Management Agency arrangements with Gosport Borough Council, for Gosport Borough Council to exercise as its agent the powers of the traffic authority, under Sections 45 and 46 of the Road Traffic Regulation Act 1984, to those revisions to the "Borough of Gosport (Off-Street Parking Places) (Gosport and Lee-on-the-Solent) Order" relating to Mumby Road Lorry Park and The Flower Buildings car park.
2. Reason
2.1 This decision supports Aims 2 and 3 (Stewardship of the Environment and Achieving Economic Prosperity) of the Corporate Strategy by ensuring that car parks are managed in an appropriate way, such that they serve the needs of urban centres and support the local economy.
3. Other Options Considered and Rejected
3.1 The County Council could register an objection to the amendments, on the grounds that some of the proposed parking charges would be cheaper than current arrangements. On balance, it was felt that the proposals are reasonable and represent a fine-tuning of the arrangements. They have been produced following the Borough Council's assessment of the impact of experimental parking charges. Reductions in some charges are offset by increases in others.
