1. Summary
1.1 The following decisions are sought:
(i) That the proposed changes in the 2005/06 Integrated Transport Capital Programme, as set out in Appendix 1, be approved.
(ii) That the revised 2005/06 Integrated Transport Capital Programme, as set out in Appendix 2, be approved.
(iii) That the Environment Capital Programme for 2006/07 to 2009/10, as set out in Appendix 3, be approved for submission to Cabinet.
2. Reason
2.1 Cabinet has requested that Executive Members prepare proposals for:
(i) a locally-resourced capital programme for the four-year period from 2006/07 to 2009/10 within the current capital programme limits adjusted for inflation;
(ii) capital schemes supported by Government approvals in the form of grants or Government supported borrowing in 2006/07 and those expected to be supported in 2007/08, 2008/09 and 2009/10. It is necessary to adjust the 2005/06 transport capital programme as a number of projects will not now start in the year;
(iii) the use of unsupported borrowing in accordance with the County Council's policy on prudential borrowing; and
(iv) supported credits for any Private Finance Initiative.
2.2 Decisions on the Environment Capital Programme will support Aims 1-5 of the Corporate Strategy. The schemes relate to Maximising Life Opportunities through improved accessibility; Stewardship of the Environment by promoting alternatives to the car and managing waste; Achieving Economic Prosperity by assisting access to employment; and Building Strong and Safe Communities as well as directly Improving Services, eg for public transport users.
