      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a drama room and music practice room will enhance the existing arts suite and have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Oak Lodge is a mixed community special school for pupils ages between 11-16 years. There are currently 119 pupils on roll. The main school building is of SCOLA construction and dates from 1972. Several additions have been made over the years, all of traditional build, the most recent addition being the music and art rooms which were completed in 2002. It is now intended to add a drama and music practice room adjoining the art area, to provide an enhanced arts suite.

    Oak Lodge is located at Roman Road, Dibden Purlieu, on a site bounded to the northwest by Applemore Recreation Centre and to the southeast by Applemore College. Roman Road, Hythe Bypass and Beaulieu Heath beyond lie to the west of the school with open land to the northeast.

    1.3

    The total estimated cost of the proposed scheme to provide a drama and music practice room is £241,000, excluding fees. This scheme is to be funded by the school. Also included within this project appraisal is a feasibility for a sculpture room which may be funded by the school in the future.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    The main extension design is a simple rectangular form. The accommodation provides a drama room and store adjacent the existing art room. The music practice room is located adjacent the existing music room.

    2.2

    The proposed building is of traditional brick construction with powder-coated aluminium doors and windows. The location of the extension is close to existing temporary teaching accommodation and a glazed canopy will be provided for shelter for pupils and staff using the block.

    2.3

    Landscaping works include the continuation of an existing paved walkway around the new building to maintain the link to the Leisure Centre car park. The courtyard area created by the new building will also be paved and may be used as an external space for display and creation of sculpture.

    2.4

    The school hope in the future to be in a position to fund the enclosure of the courtyard area to form an internal sculpture room. This proposal is outlined on the plan accompanying this project appraisal.

    Funding and Timing

    3.1

    The proposed scheme is to be funded by the school.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during January 2006, work will commence on site during April 2006 and be completed during September 2006.

    Consultation with Local Member

    4.1

    Councillor Brian Dash, the local Member for this area, has been consulted on the proposals in the design project appraisal and fully supports the scheme.

    Conclusion

    The proposed extension to create a drama room, store and music practice room will enhance the existing arts accommodation at the school.

    Recommendation

    That the Executive Member for Education approves the design project appraisal for the scheme at Oak Lodge School, at an estimated cost of £241,000, excluding fees.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for this building will be in the order of £628 per year, or £5.20 m2/y. The increase in CO² consumption will be 5.6 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Oak Lodge School is located at Roman Road, Dibden Purlieu. Applemore Recreation Centre lies to the northwest and Applemore College to the southeast. Roman Road, Hythe Bypass and Beaulieu Heath beyond lie to the west of the school with open land to the northeast.

        Area including comparison with local/national standards

        The total site area is 1.75 acres (0.708 hectares). The DfES guideline for a school of this size is 3.68 acres (1.49 hectares).

        Access

        The main vehicular and pedestrian access to the site is from Roman Road via the Applemore College entrance road. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The main school building is of SCOLA construction and dates from 1972. Several traditional extension have been made over the years, the most recent being music and art rooms which were completed in 2002. All buildings are considered to be in good condition for their type and age.

        A temporary classroom is located within the vicinity of the proposed new drama room. This building will remain on site on completion of the proposed scheme.

        Results of trial boreholes

        The foundations for the proposal have been designed based on the survey results carried out for the Art and Music room extension which was completed in 2002. These trial pits showed the soil and subsoil to be medium-dense silty sands. It is therefore proposed to use conventional shallow spread concrete foundations.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed extension.

      3 Scope of the Project

        Type of project, layout and facilities provided

        This scheme will provide a single-storey, purpose-built drama room and store, together with a music practice room which will adjoin the existing music room. The existing corridor will be extended to form a link from the main school to the drama room and an exit via the external glazed canopy adjacent the temporary classroom.

        The courtyard created by the new building is intended to be used as an external space to create and display sculpture. The school are hoping in the future to enclose this area with a glass roof, should funding become available, and planning permission is being sought for this aspect of the scheme in the current application.

        Places provided

        No additional places will be provided through this project as the scheme will provide specialist accommodation to allow better delivery of the National Curriculum.

      4 The Proposed Building

        Type of construction, finish and appearance

        The proposed building and music practice room will be of traditional brick and block construction with white powder-coated aluminium windows and doors. The main building is rectangular in form with a shallow pitched roof enclosed by a parapet. A glazed canopy will provide shelter for pupils and staff using the temporary teaching block which is in close proximity to the proposed new building. This route will be lit at night by simple wall-mounted luminaries.

        Accessible facilities

        All facilities provided as part of this scheme are fully accessible.

        Heating and ventilation systems

        The proposed new accommodation will incorporate an underfloor heating system. It is anticipated that ventilation will be via mechanical extract.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        The car parking provision will not alter as a result of this scheme.

        Landscape proposals

        Landscaping works include the continuation around the new building of an existing paved walkway to maintain the link to the Leisure Centre car park. The courtyard area created by the new building will also be paved and may be used as an outdoor space for display and creation of sculpture.

        Situation on site and environmental impact

        The siting of the proposed new building serves to ratify the area between the temporary classroom and the art suite and forms a courtyard which can be used as an external sculpture area. The design and materials have been chosen to complement the existing building.

      6 Planning

        A detailed planning application was submitted during December 2005.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        School to fund any furniture and equipment required for the scheme.
