    Wildern Secondary School, Hedge End

      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a new lecture hall will have an immediate benefit for the school and the local community.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Wildern School is a large comprehensive secondary school that plays an important part in the surrounding community. The school is located at Wildern Lane, Hedge End, within a largely residential area to the east of Southampton. The campus comprises a number of diverse buildings of differing, ages, heights and construction. There are currently 1,762 pupils (11-16 years) on roll.

    1.2

    The total cost of the proposed scheme to provide a lecture theatre for the interactive teaching of Information and Communication Technologies is £702,000 excluding fees.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    The works will comprise a new lecture hall for the interactive teaching of Information and Communication Technologies and for community use.

    2.2

    Facilities provided consist of the main theatre space, entrance lobby, control room, equipment store, electrics and cleaner's cupboard, a dedicated plant room and an accessible WC. The new building is of single storey construction and is attached to the school's main administration building. A staff only access door provides access between the existing and new buildings via a single storey link. The link to the existing building will also serve as an ancillary space which can be separated off for gathering, informal meetings, working and possible exhibition space.

    2.3

    Landscaping associated with the scheme comprises the removal of the existing grass verge and the creation of a new courtyard facing the main entrance to the building. The courtyard will be hard paved with new benches and new trees planted.

    Funding and Timing

    3.1

    Tenders will be invited during January 2006 and subject to the necessary approvals work will commence on site during May 2006 and be completed during December 2006. The strategy is to test the market and get early prices in parallel with the school securing additional funding to meet the anticipated out-turn cost. The project will not proceed to contract until there is a balanced funding a cost position.

    3.2

    Funding for these proposals has yet to be finalised however, the school has confirmed £500,000, excluding fees. The remaining £202,000 will come from a combination of further school funding along with a contribution from Policy and Resources.

    Consultation with Local Member

    4.1

    Councillor Derek Blampied, the local Member for this area, has been consulted on the proposals in the design project appraisal and his comments will be reported at the final meeting.

    Conclusion

    This scheme will provide a purpose-built lecture hall for interactive teaching of Information and Communication Technologies and for community use.

    Recommendation

    That the Executive Member for Education advises the Executive Member for Policy and Resources that the proposals outlined in the design project appraisal for the scheme at Wildern Secondary School, at an estimated cost of £702,000, excluding fees, be approved.

Note the school has confirmed that they can currently contribute £500,000 to the project. In order not to stop the project at this stage it is proposed to proceed to tender and get firm prices from contractors before finally reconciling costs and funding. It is anticipated that Policy and Resources will make a contribution to the project infrastructure from the 2006/07 financial year and again the final value of this will be determined at a future date and with the necessary approvals.

Landlord funded work connected with this scheme

It is anticipated there will be a landlord contribution to the project. The final scope of this will be subject to tenders and to the necessary approvals of the Executive Member for Policy and Resources.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £4.70 for each m² of new accommodation and an additional 11.7 tonnes of CO2.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Wildern Secondary School is located at Wildern Lane, Hedge End, Southampton. The school is bounded by the residential development of Taplin Drive, Allison House and Simmons Close to the north, Grange Road and Dundry Way to the east beyond the school playing fields and a substantial belt of landscape planting adjacent to the residential dwellings of Allen Road to the south.

        Area including comparison with local/national standards

        The total site area is 20 acres (8.09 hectares). The DfES guideline for a school of this size is 26.68 acres (10.8 hectares).

        Access

        Vehicular/pedestrian site access is from Wildern Lane, to the west of the site.

        The construction access for the duration of the works will be a temporary entry point and haul road across the school playing fields leading from Taplin Drive in the north. This will ensure that all construction traffic is kept completely separate from school traffic and pupils. A managed control gate across the haul road will be provided for the safe crossing of pupils. The school has operated on a similar arrangement for previous construction work and are familiar with this procedure.

        Existing buildings and temporary buildings

        The school campus comprises of a number of diverse buildings of differing ages and heights, ranging from single to two-storey, linked by courtyards and footpaths. These buildings have been extended in a number of areas, one of the most recent being a learner pool with ancillary accommodation. A number of external building materials are used, varying from brickwork to system cladding and render. Roofs are generally flat or pitched, with a metal profiled surface. The buildings are considered to be in fair condition for their age and type.

        There are currently no temporary buildings on site and none are required for the construction.

        Results of trial boreholes

        A site investigation of the ground conditions shows sandy clay known as Marsh Farm Formation with overlying topsoil. The proposed foundations is spread strip footings under masonry walls and pad footings under steel columns. The presence of trees near the building means the footings must be deep enough to prevent movement under the influence of tree root growth or heave of the clay due to removal of the trees. The foundations will be a minimum of 1.25m deep away from the trees, increasing in depth to 2.75m close to the trees. A 400 diameter concrete pipe found to be running across the building footprint will be bridged over using precast concrete lintels.

        Mains services position

        A new electric main will be provided to the new building and to replace the existing adjoining buildings service as the current infrastructure is at capacity. Other services will be connected into existing supplies.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The aim of the scheme is to provide a new lecture theatre for interactive teaching of Information and Communication Technologies and community use. It is proposed to build a single storey building adjacent to and adjoining the main administration building of the school. The accommodation will provide:

          · Main lecture theatre (entrance lobby)

          · Control room

          · Equipment store

          · Electrics and cleaner's cupboards

          · Dedicated plant room

          · Accessible WC

        Places provided

        The scheme will not provide any additional student places.

      4 The Proposed Building

        Type of construction, finish and appearance

        The structure will consist of pad foundations, part ground bearing and part suspended slab with a steel frame and cavity wall construction consisting of facing brick. The main building will have a standing seam pitched metal roof and the link a high performance roof covering to connect to the existing SCOLA building.

        The proposed materials have been selected to be both sympathetic and complementary to the existing school campus and the newer developments on site. External walls will be a buff facing brick to match adjacent buildings, walls to the recessed canopy area over the main entrance and to the link connection will be a rendered finish. Windows and doors will be aluminium powder coated to a dark grey colour. The sloping roof is to be profiled metal standing seam and the external hoppers and downpipes will be both powder coated to match the windows. The aluminium louvered doors and screen to the plant room will also be powder coated dark grey.

        External lighting will be provided to illuminate the access route to the main entrance to the building, utilising some of the existing lighting mounted on the SCOLA block. The front entrance canopy will have recessed downlights and emergency lighting will be provided.

        Accessible facilities

        The lecture hall will include an accessible WC.

        Heating and ventilation systems

        The main theatre space is to be comfort cooled by means of air handling units contained within the plant room. Heating will be provided via a gas fired boiler to localised radiators and a split system heat pump will feed the control room independently. Additional local ventilation will serve the accessible WC.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        There will be no change to the existing arrangements at the school for vehicle parking and loading. Further consideration is to be given to a designated disabled parking bay closer to the new building, to be controlled by the school by prior arrangement.

        The School's Travel Plan has been developed and agreed by Eastleigh Borough Council for recent projects at the school. There is no proposal to revise the plan to address the new building at this stage as any significant increase in numbers visiting the site is not anticipated.

        Landscape proposals

        The proposed landscape works are of a simple nature. An existing grass verge is to be removed and a new courtyard area created facing the main entrance to the building. The courtyard will be hard paved with new benches and new trees planted. The approach route to the new building, the new path out to the playing fields and the access route to the plant will be tarmac.

        The new building will occupy an area of existing grass that is unusable for sports and a number of young trees will need to be removed from the site of the proposed new building. Discussions with Hampshire County Council's arboriculturist have resulted in recommendations on the foundation design, alternative locations to avoid the tree removal and the measures required to protect the remaining trees from damage during the construction works.

        Situation on site and environmental impact

        The building design is sympathetic to the existing school campus and complementary to the more recent developments on site. The proposed building is situated at the back of the school facing open playing fields and far away from the tree line following the boundary of the school site.

      6 Planning

        A planning application was submitted in late November 2005 to Eastleigh Borough Council and decision will be known during January 2006.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        There will be no allocation for FF&E from Children's Services for this scheme.
