Summary |
1.1 |
The site for the proposed new BESD (behavioural, emotional and social difficulties) School is a playing field formerly used by Park Community School at Woolston Road, Havant. The site has not been used by the school for over ten years and no organised recreation currently takes place. |
1.2 |
It is proposed to provide a purpose-built BESD Secondary School to replace The Sundridge School in Waterlooville, at a total cost of £4,782,000, excluding fees, on part of the site. A housing development is proposed to the north and east of the proposed school and the remainder is retained as open space. |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. |

Value of land already acquired for this project
The land forming the site of the development could be disposed of in isolation. Local Plan policies support retention of this site as open space/playing field. It is anticipated that the Local Planning Authority will grant planning consent for housing on the adjoining part of the field, as an exception policy, to help fund the new school. If the school does not proceed, then the Local Plan policies are likely to prevail and therefore the value of the proposed school site would be limited.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the fuel cost for the school will be in the order of £5,570 per year(£4.70 per m² of accommodation). The CO² consumption will be 52 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The site for the proposed school is a disused playing field formerly used by Park Community School, at Woolston Road, Havant.
There is housing to the north, east and south of the site, with institutional use to the northeast and open space to the west. Part of the land within the overall site (to the north, south and east of the school proposal) is proposed to be sold for residential development.
Area including comparison with local/national standards
The total site area is 3.45 acres (1.4 hectares). The DfES do not currently produce guidelines for site areas in relation to Special Schools.
Access
The proposed new school will be accessed from Woolston Road via a new mini-roundabout and access road which will serve both the school and the proposed housing development.
Existing buildings and temporary buildings
This is an open site with no existing buildings. There are no temporary buildings on the site and none are required for this scheme. The school currently occupies temporary buildings at the Sundridge site and these will be removed upon completion of the project.
Results of trial boreholes
The site typically comprises of made ground over Head Deposits over Bognor Sand Member.
Mass concrete spread foundations will be at least 1m below ground level, bearing onto the Head Deposits. Existing and proposed trees may locally affect the depth of the foundations. The ground floor slab will be suspended.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed building.
3 Scope of the Project
Type of project, layout and facilities provided
The new school will provide 49 places for children of secondary school age, with behavioural, emotional and social difficulties (BESD).

Places provided
This scheme replaces the existing Sundridge Special School, and will not provide any additional places.
4 The Proposed Building
Type of construction, finish and appearance
The proposed building is single-storey with steeply pitched plain tile roofs surrounding a courtyard. External materials will be red plain tiled roofs and facing brick walls. The courtyard elevations will be painted render. Window and door frames will be colour-coated metal.
Accessible facilities
The building has been designed with level access throughout. An accessible wc suitable for ambulant disabled use is located adjacent to the main entrance. An accessible wc is located adjacent to the teaching areas and there is an accessible wc/shower in the changing rooms. Two accessible parking bays are located adjacent to the main entrance in the drop-off parking zone.
Heating and ventilation systems
Heating will be supplied by gas-fired condensing boilers to serve underfloor heating and tempered supply air ventilation systems.
The shower/changing rooms and kitchen will be mechanically ventilated with extract and tempered fresh-air make-up. Individual toilets will include mechanical extract with a heat-recovery system to transfer the heat from the warm extracted air to the fresh make-up air.
The environmental strategy is based upon providing good levels of natural light, high insulation levels and natural ventilation. The building has a large thermal mass and a natural nighttime cooling system which helps to maintain a comfortable internal environment throughout the year.
Fire risk assessment
Following a detailed Fire Safety Risk Assessment and consultation with Hampshire Fire and Rescue Service, a sprinkler system will be incorporated into the new building.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
It is proposed to provide a drop-off area for four vehicles at the front of the building. There will also be car parking for 16 cars to the southeast of the building and a garage for two minibuses adjoining the kitchen. Two accessible parking space will be provided within the drop-off zone.
Landscape proposals
A grass pitch for ball games, and a fenced hard court, are proposed to the grounds of the school. These will be used at break times, as well as for PE teaching and community use. Some benches will be provided externally to be used as `calming' spaces for pupils.
Internal to the building, a courtyard provides internal circulation as well as a safe environment for the pupils. It will be used as part of curriculum learning, and for life skills (role playing, etc), as well as calming-down spaces for pupils. Low-maintenance planting will soften the space, with a small number of trees to provide shade. Seating will be provided, and paving will be buff to create a light reflective space.
Situation on site and environmental impact
The design of the building creates a non-institutional but secure environment, the use of brickwork and traditional roof tiles provide a welcoming appearance.
6 Planning
Planning permission was granted during November 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
A separate contract to the value of £129,000, excluding fees, will be let for this aspect of the scheme.
