Summary |
1.1 |
Gosport is a densely populated urban area of South Hampshire, with strong Naval connections. The Rowner estate has high social deprivation factors including youth crime, drug and alcohol abuse, exclusions from schools and teenage pregnancies. |

It is now planned to provide a purpose-built, stand-alone youth building in the northeast corner of the Siskin Infant and Junior Schools site on an area of land previously licensed to Gosport Borough Council for use as an adventure play area. This proposal will provide a variety of opportunities for the young people of Rowner to engage in positive activities, which will promote personal and social development. |

This project was identified following in-depth consultation with the young people living in Rowner and via the much-publicised Rowner Vision Event, which brought together Rowner residents (of all ages) with professionals in an attempt to better understand the needs of the local community. The main priority for the local community was the provision of youth facilities. |

Scope of the Works | |
2.1 |
The proposed youth facility will comprise one main space with ancillary accommodation, including two workrooms, office, kitchen, toilets and stores. | |

The building will be of traditional construction using materials to complement the existing school campus. Existing parking spaces will be revised to include two additional accessible spaces for use by youth workers. | |

Landscaping works will include the formation of a garden area to the rear of the building for summertime use and a gathering area to the east by the front access. Fencing will be erected around the perimeter to provide enclosure for the site. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during February 2006, work will commence on site during April 2006 and be completed during October 2006. | |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increased fuel cost will be in the order of £979 per year, or £6.27 m2/y. The increased CO² consumption will be 8.8 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The Siskin Infant and Junior School shared site is located off Nimrod Drive in Rowner. The proposed Youth Building is to be sited in the northeast corner of the site and its location within the available land is partially dictated by existing services, including mains drains and underground cables to the east of the area.
Residential properties are located to the north and east of the site, together with shops, a public house and a community centre. To the south is the Sure Start Nursery with a MUGA beyond and to the west and southwest the Siskin schools, with playing fields beyond.
Access
The main vehicular and pedestrian access to the site is from Nimrod Drive via the school. The contractor will use this entrance for the duration of the works and the contractor will conduct all lorries through the school site to the building compound.
Youth worker vehicular access for the completed facility will be via the main school entrance.
Existing buildings and temporary buildings
No temporary buildings are required for this scheme.
Results of trial boreholes
A site investigation has revealed subsoils comprising areas of made ground overlying sands and clays on top of gravels. The site investigation shows that trench fill foundations are suitable at a founding depth of approximately 1.3m. Floor slabs will be suspended.
There is some evidence of contamination on the site. Any contaminated materials arising from the site will be disposed of to a licensed tip.
Mains services position
New mains electrical and gas supplies will be provided as part of this scheme.
3 Scope of the Project
Type of project, layout and facilities provided
The stand-alone Youth building will provide the following accommodation:

· kitchen (plus storage spaces)

· male/female wcs
· accessible wc
· cleaner's store
· boiler room
· storage area
4 The Proposed Building
Type of construction, finish and appearance
The new building will be of traditional construction in facing brickwork and render, using bricks to complement the existing buildings on site. Polyester powder-coated aluminium windows and doors are proposed and a low-pitched metal standing seam roof.
Accessible facilities
Existing parking arrangements are to be revised to include two additional accessible spaces located within the site footprint for use by youth workers.
Heating and ventilation systems
The Youth Building will be heated by underfloor heating via a gas boiler, with ventilation via local extract fans.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
The existing car parking arrangements will be revised to include two additional accessible spaces located within the site footprint for use by youth workers.
Landscape proposals
One mature sycamore tree will be lost as a result of the proposed scheme. Generally the building is to be constructed on an old adventure play area, which will be levelled back in line with the surrounding site contours. A garden area will be formed to the rear of the building for summertime use and a gathering area to the east by the front access.
Situation on site and environmental impact
The proposed youth facility will be situated centrally within the available site area to northeast corner of the school campus. The building has been sited to avoid underground services to the east of the site.
6 Planning
Planning approval for this scheme was granted in December 2005.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
