1. Summary
1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.
1.2 Appendix 3 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.
2. Completed Schemes
2.1 Since the December 2005 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

3. Additional Works and Funding Added Post Contract
3.1 The following schemes have had further funding added to the contract for specific additional works.
3.2 Eggars School, Alton
The scheme at the above school to provide a new IT classroom block, new sports hall and undertake internal refurbishment commenced on site during March 2005 and was successfully completed during December 2005. The school recently made an additional contribution of £9,841, for the purchase and installation of additional IT equipment and external furniture.
3.3 The Henry Cort Community College, Fareham
A major scheme at the above school to provide a new staff room, library and offices along with internal remodelling and refurbishment commenced on site during August 2005. Work is progressing well, with an anticipated completion during March 2006. The school have recently added £21,938 for additional requested items including; roof lights, a sliding partition wall and extract ventilation fans, along with a contribution towards the cost of steelwork and curtain walling.
3.4 Priestlands School
A scheme for a new music/drama facility and extension to the dining facilities at this school commenced during May 2005 and was successfully completed during December 2005. Prior to completion the Executive Member for Education approved to an additional £20,604, excluding fees from the Education furniture and equipment budget 05/06. This funding enabled loose equipment associated with lighting and a curtain track system and tower for access to a lighting rig.
3.5 Whitchurch CE Primary School
A scheme to construct two new classrooms and ICT suite commenced on site during July 2005. The school have recently added £8,522 to the project to replace coping stones and work is progressing well on site with an anticipated completion during February 2006.
4. Additional Works and Funding added at Pre Contract Stage
4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.
4.2 Additional funding has come from various sources including increased Education Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.
5. Curdridge Primary School
5.1 A major scheme in the 2005/06 Capital Programme is proposed at Curdridge Primary school to provide a two classroom extension, allowing for the removal of temporary classrooms. Detailed design work is currently being progressed for these proposals and it is intended to take a design project appraisal to the March 2006 meeting of the Executive Member for Education and the April 2006 meeting of the Executive Member for Policy and Resources.
5.2 At the November 2005 meeting of the Executive Member for Policy and Resources approval was given to procure this scheme on a develop and construct basis, on a two stage tender process, through competitive tender to a short list of three preferred contractors. The scheme will be fully developed and finally priced by the successful first stage tenderer.
5.3 Prior to seeking agreement to the design project appraisal, approval is sought to commence a first stage tender and progress the second stage tender. A contract will not be formed until full approval of the design project appraisal in April 2006. This will enable the current construction programme, intended to commence on site during May 2006 and complete during December 2006 and will comply with a current, approved, planning application to site temporary buildings on nearby Parish Council land, which has a time restriction to mid 2007.
5.4 It should be noted that in January 2006 a survey of the existing school building will be undertaken to ascertain the presence of bat roosts. If existing roosts are detected in this initial survey then an emergence survey will be required during May / June 2006 and an application to DEFRA will be required prior to any construction works. This will obviously impact on the desired programme of works, however, in order that momentum is maintained on this project, approval to the above preferred procurement method, prior to the approval of the design project appraisal, is required.
Conclusion
The details of the major capital projects outlined in this report will provide greatly enhanced school accommodation and facilities.
Recommendations
1. That the position of the major projects being undertaken by the Director of Property, Business and Regulatory Services be noted.
2. That the additional funding added to the major capital projects at pre contract stage, previously approved by the Executive Members' Education and Policy and Resources at design project appraisal stage, be approved.
3. That the Executive Member for Education approves the progression of the Curdridge Primary School scheme, with a two stage procurement method, prior to approval of the design project appraisal.
