103. EXTENSION TO FARMHOUSE ON THE MATTINGLEY FARMS

ESTATE, INCLUDING DEMOLITION OF SINGLE STOREY LEAN-TO,

AT HAZELEY FARM, HAZELEY HEATH, HARTLEY WINTNEY

Mr Phillips made a deputation in respect of this item.

A copy of the deputation was circulated to Members of the Committee from

Mr Phillips making a deputation on behalf of his neighbour Mr Arnold at Yew Tree

Cottage enclosing additional facts that he wished to be made available in relation to

the consideration of the application for a two storey extension at Hazeley Farm.

The Committee considered the report of the Chief Planning Adviser (Item 9 in the

Minute Book) on a proposal to demolish an existing lean-to and erect a two storey

extension on the southern aspect of Hazeley Farmhouse to provide accessible

amenities for a child with special needs.

Following a detailed discussion it was agreed that the item should be deferred to

allow a site visit to take place on 6 March 2006 and a further report to be submitted

to the next meeting.

RESOLVED:

That a site visit to Hazeley Farmhouse take place on 6 March 2006 and a report be

submitted to the meeting of the Committee on 22 March 2006.

104. CHANGE OF CONDITION 10 OF PERMISSION 01/54301/007

(03/54301/009) TO ALLOW WASTE TO BE BROUGHT TO THE SITE

BY REGISTERED WASTE CARRIERS AT FARLINGTON REDOUBT,

PORTSDOWN HILL ROAD, PORTSMOUTH

(APPLICATION NO. 05/54301/014) (COUNTY COUNCIL REF. HV017)

Messrs Webb and Lovett-Turner made deputations in respect of this item.

The Committee considered the report of the Chief Planning Adviser (Item 10 in the

Minute Book) on a proposed change of Planning Condition 10 which restricts the

delivery of waste to skips and states that no waste shall be delivered to the site in

tipper or refuse collection vehicles at Farlington Redoubt, Portsdown Hill Road,

Portsmouth.

Following a detailed discussion it was agreed that a site liaison panel should be

set up and the Chief Planning Adviser agreed to make the necessary

arrangements.

RESOLVED:

(a) That planning permission in respect of the change of Condition 10 of

Permission 01/54301/007 (03/54301/009) to allow waste to be brought to the

site by registered waste carriers at Farlington Redoubt, Portsdown Hill Road,

Portsmouth (05/54301/014) be granted for the reason specified in the report

and subject to the conditions specified therein.

(b) That the Chief Planning Adviser set up a site liaison panel.

105. VARIATION OF CONDITION (1) TO EXTEND THE TIME TO COMPLETE

INFILLING FOR RESTORATION PURPOSES AT HUNTS FARM QUARRY

UNTIL 31 DECEMBER 2009 AND TO REMOVE REFERENCE TO THE

BUNNY LANE ACCESS TRACK (APPLICATION NO. 05/01028/CMAS)

Councillor Cooper declared a personal interest as a Member of the Test Valley

Borough Council Executive.

The Committee considered the report of the Chief Planning Adviser (Item 7 in

the Minute Book) on a variation of condition (1) of permission No. TVSM00005/4

granted on 2 March 2004 to allow an extension of time to restore Hunts Farm Quarry

and to remove the reference in the condition to restore that part of the haul road that

is within the adjacent Bunny Land Landfill site through which vehicular access is

granted.

RESOLVED:

That permission be granted for a maximum period of three years to allow an

extension of time to restore the quarry at Hunts Farm

106. TROSNANT INFANT SCHOOL, STOCKHEATH LANE, HAVANT -

NEW SINGLE STOREY BUILDING TO HOUSE FULL DAY CARE

PROVISION FOR CHILDREN FROM 3 MONTHS TO 5 YEARS OLD

(PRE SCHOOL) (APPLICATION NO. 05/59810/004)

The Committee considered the report of the Chief Planning Adviser (Item 8 in the

Minute Book) on proposals for a new single storey building to house full day care

provision for children within the existing school campus of the Trosnant Infant and

Junior Schools, Stockheath Lane, Havant.

The Chief Planning Adviser acknowledged the need to engage with Havant Borough

Council for improvements to the directional signage and road markings to address

the traffic issues in the area.

RESOLVED:

That planning permission for Trosnant Infant School, Stockheath Lane, Havant -

new single storey building to house full day care provision for children from three

months to five years (pre school) (Application No. 05/59810/004)

and subject to conditions specified therein.

107. APPLICATION TO VARY CONDITION 11 OF PLANNING PERMISSION

NO. 067487 DATED 25 JANUARY 2000 TO EXTRACT ADDITIONAL SAND

AND GRAVEL BEYOND THE PERMITTED LIMIT OF EXTRACTION AT

BLUE HAZE QUARRY, RINGWOOD (APPLICATION NO. 08811)

The Committee considered the report of the Chief Planning Adviser (Item 11 in the

Minute Book) on a proposed variation of Condition 11 of an existing Planning

Permission (No. 067487) to extract additional sand and gravel beyond the permitted

limit of extraction at Blue Haze Quarry, Ringwood.

RESOLVED:

That permission be granted subject to the reason and conditions specified in the

report.

108. CHANGE OF USE FROM HIGHWAY DEPOT TO TEMPORARY CAR

PARK AT FORMER DEPOT, BAR END, WINCHESTER

The Committee considered the report of the Chief Planning Adviser (Item 12 in the

Minute Book) on proposals for a temporary car park at the Former Bar End Depot,

Winchester during refurbishment works at Ashburton Court, Sussex Street,

Winchester.

RESOLVED:

That planning permission in respect of change of use from highway depot to

temporary car park at the Former Depot, Bar End, Winchester

(Application No. 05/03019/HCS) be granted for the reason specified in the report

and subject to conditions specified therein.

109. CERTIFICATE OF LAWFUL USE AND DEVELOPMENT AND

ENFORCEMENT - NEWBOURNE FARM, ROCKBOURNE,

FORDINGBRIDGE (HCC REF. NF252)

The Committee considered the urgent report of the Chief Planning Adviser (Item 16

in the Minute Book) relating to a Certificate of Lawful Use and Development and

possible enforcement action at Newbourne Farm, Rockbourne, Fordingbridge

(HCC Ref. NF252) informing the Committee of the action being taken at this

site.

RESOLVED :

That the actions taken by the Director of Environment to refuse the Certificate of

Lawful Use and Development (CLUD) and take appropriate enforcement action to

secure the cessation of the green waste processing and satisfactory restoration of the

site at Newbourne Farm, Rockbourne be noted.

110. APPLICATION FOR A MAP MODIFICATION ORDER FOR THE

ADDITION TO THE DEFINITIVE MAP OF FOOTPATHS BETWEEN

WINDMILL LANE, DODWELL LANE AND PROVIDENCE HILL IN

BURSLEDON PARISH

The Committee considered the report of the Director of Recreation and Heritage

(Item 13 in the Minute Book) on an application for a Map Modification Order for

the addition to the Definitive Map of footpaths between Windmill Lane,

Dodwell Lane and Providence Hill in Bursledon Parish.

RESOLVED:

That the application for a Map Modification Order be refused.

111. APPLICATION FOR A PUBLIC PATH EXTINGUISHMENT ORDER FOR

FOOTPATH NO. 44 IN THE PARISH OF RINGWOOD

The Committee considered the report of the Director of Recreation and Heritage

(Item 14 in the Minute Book) on an application for a Public Path Extinguishment

Order for footpath No. 44 in the Parish of Ringwood.

RESOLVED:

That a Public Path Extinguishment Order be made under Section 118 of the

Highways Act 1980 for the extinguishment of Footpath No. 44 in the Parish of

Ringwood, on the grounds that it is no longer needed for public use.

112 PROPOSAL TO DELETE FOOTPATH 10 IN THE PARISH OF

BAUGHURST FROM THE DEFINITIVE MAP OF PUBLIC RIGHTS

OF WAY

The Committee considered the report of the Director of Recreation and Heritage

(Item 15 in the Minute Book) on a proposal to delete footpath 10 in the Parish of

Baughurst from the Definitive Map of Rights of Way.

RESOLVED:

(a) That the decision of the Regulatory Committee made on 7 September 2005,

to delete Baughurst Footpath 10, be rescinded.

(b) That the making of a Map Modification Order, to delete the right of way known

as Baughurst Footpath 10, under Section 53 (c) (iii) of the Wildlife and

Countryside Act 1981 be approved.
