1. As part of their duties the Principal Engineers and Highway Engineers (Highway Management) manage procedures relating to highway legislation which includes extinguishment of highway rights.
2. At present a formal policy does not exist within the Highway Maintenance Management Plan to cover this matter. The proposed document will ensure that proper consideration is given to requests for disposal of areas of publicly maintainable highway so that the County Council's Asset is fully protected.
3. The attached report sets out the proposed policy to be adopted for the extinguishment of highway rights.
Recommendation
That the Committee considers this report and offers any comments which it believes the Executive Member for Environment: South Hampshire and Resource Management should take into account in making his decision.
