Planning-gain Supplement - Response to Government Proposals

1. In December 2005 HM Treasury, HM Revenue and Customs and the Office of the Deputy Prime Minister jointly published a consultation document relating to the introduction of the Planning-gain Supplement (PGS). Its purpose would be to capture a portion of the land value uplift arising from the planning process in order to fund the infrastructure that makes growth and development possible and acceptable. A PGS would partially (but not exclusively) replace the current system whereby local planning authorities negotiate planning obligations with developers for financial contributions or payment in kind towards infrastructure provision associated with new development sites.

2. The Government has requested the views of all stakeholders on any of the issues raised in the consultation document but has also raised a number of specific issues to which responses are sought. The closing date is 27 February 2006.

3. The attached report explains the Government's proposals and sets out the County Council's recommended response.

Recommendation

That the Committee considers the proposed response and offers any comments which it believes the Cabinet should take into account in making its decision.
