BME engagement project

Project aim: a pilot initiative to increase empowerment and social

inclusion by building the capacity of the LSP Network to identify and

engage with black and minority ethnic communities across the

Winchester district.

Outputs:

    - Mapping and outreach work to identify BME communities and clusters across the Winchester district and make links with them

    - development of networking and liaison among staff of LSP partner agencies whose work involves engaging with these communities

    - multi-agency training involving LSP Network partners and BME community leaders

    - strengthened links with existing and emerging networks/organisations

    - a report and recommendations for the LSP

Outcomes:

    - increased knowledge and understanding of local BME communities, including asylum seekers/refugees and faith groups which will enable more targeted and appropriate communication and service provision

    - increased capacity within statutory and voluntary partner agencies to liaise and consult with these communities, which will inform Winchester City Council's Statement of Community Involvement and contribute to the review of the Community Strategy

    - greater understanding of the issues of BME engagement in rural communities

    - learning re models of good practice and which will be shared across Hampshire through the LSP practitioners network and the Councils for Voluntary Services network

    - identifying the scope and possible direction for future work In Winchester district

Project delivery:

- A community development worker on a freelance basis working alongside Amjid Jabbar (see below) with LSP partner agencies, to be managed by Winchester Area Community Action for a period of 6 months, for an average of 2 days per week.

- Project steering group will comprise representatives of the key partners involved including Winchester City Council

- The project will build on the work already under way through the current BMAP (Black and Ethnic Minority awareness project) funded by GOSE as part of the home Office ChangeUp programme for voluntary and community sector infrastructure development. This county wide initiative is managed by Community Action Hampshire with a steering group including Mohammed Mossadeq from HCC. It has been agreed by the steering group that Amjid Jabbar, the project worker, should focus on outreach work in selected districts including Winchester during this summer, and the proposed LSP project would enable us to build on his specialist knowledge and experience to provide added value for the benefit of all the LSP partner agencies.

How does this bid support the targets within the Community Strategy?

Winchester's Community Strategy includes as one of its four key priorities the need to improve access: " we will work together to improve access to services for all in our communities, including those with disabilities and those who live in rural areas." This also includes access to meet the needs of people from minority groups. In addition the Social Inclusion chapter prioritises the need to: "work to address prejudice and promote inclusive communities that value diversity". This is in line with the Hampshire Community Strategy's stated aim to "meet the needs of people from diverse communities".

The draft Local Area Agreement for Hampshire also includes under the priority for empowering local people an action area to build the capacity of BME communities to be involved in community activity.
