REPORT OF THE

EXECUTIVE LEAD MEMBER FOR CHILDREN'S SERVICES

AND EXECUTIVE MEMBER WITH SPECIAL RESPONSIBILITY FOR EDUCATION

NEW LEGISLATION - ADOPTION AND CHILDREN ACT 2002

1. The Adoption and Children Act is the first significant reform of the adoption legislation since the Adoption Act 1976. It has introduced new regulations under which Adoption Panels operate and has required the former Panels to cease and to be newly appointed from 30 December 2005. Whilst existing Members have been eligible for re-appointment, the new regulations have set new time limits for this dependant upon how long Panel Members have already served. In addition, each individual is now required to meet a number of performance objectives which include attendance at an agreed minimum number of panel meetings; participation in induction and training; and safeguarding the confidentiality of records and information. The Panel Members' performance is also to be reviewed annually. The Executive Lead Member has reappointed elected Members to the County and relevant Area Adoption Panels, as required. Other officer and independent Member appointments to the Panels are to be made by the Director of Children's Services.
