REPORT OF THE HAMPSHIRE POLICE AUTHORITY

COUNCIL TAX PRECEPT 2006/07

1. The Authority has considered in detail its budgetary options for 2006/07. This followed intensive discussions by the Authority with the Constabulary at consultation meetings held with representatives of the residents' associations, town and parish councils, business organisations and the voluntary sector.

2. Net expenditure on police services is estimated to be £269.7m in 2006/07, an increase of £9.8m (or 3.8%), when compared with the adjusted base for 2005/06 calculated by the Government to take account of the centralisation of accounting for police pensions and certain specific grants moving from general grant.

3. General Government grants have increased by 3.2% on the same adjusted base to £190.4m in 2006/07.

4. The corresponding increase in the Council Tax precept for 2006/07 is £4.3m, or 5.7%, to £79.3m. This results in a Council Tax increase of 4.98% (because of increases in the tax base) to the average Band D rate of £119.43 per annum, one of the lowest for police authorities. This is an increase of 11p per week.
