1. Summary

1.1 This report provides Cabinet with the LPSA2 document as submitted to
Ministers and the arrangements for managing the pump priming and reward
grants and performance monitoring alongside the Local Area Agreement.

1.2 The report also updates Cabinet on the arrangements for receiving and
allocating reward grant earned under the first round LPSA over the next 2
financial years.

1.3 The following decisions are sought:

Cabinet is requested to:

1) agree the final LPSA2 as submitted to Ministers for the Leader to sign on
behalf of the partners
2) support the management arrangements for pump priming and reward
grant, and performance monitoring
3) welcome the success achieved under LPSA1

2. Reason

2.1 The County Council has been working with partners to identify priority areas for action and stretch targets of performance to form the submission for a second round Local Public Service Agreement for Hampshire.

2.2 The County Council has achieved a high level of success in delivering stretched targets under the first round LPSA and arrangements need to be in place to manage the reward grant earned.
