Strategic Property Review - Phases I & II

Summary

1.1

The following decisions are sought:

That approval be given to:

1. Subject to resources being available, programme of property reviews for 2006 to 2009 covering all County Council services, and that the first reviews concentrate on Recreation and Heritage, office accommodation and elderly persons' residential establishments.

2. The Strategic Property Review and all future reviews of surplus school places being developed together .

3. The Service Reviews process being reported to the Buildings Land and Procurement Panel and Executive Members.

4. Other public sector agencies be invited to take part in the review(s).

5. A dedicated review team being established up to 2009 on an `invest to save' basis at a cost of £150,000 per annum.

6. The `business rates/valuation' project continuing to be developed on an `invest to save' basis.

7. The promotion of County Council land for development through future Local Development Frameworks and Sub-Regional Strategies.

8. The Director of Property, Business and Regulatory Services producing a business case to support occupying all floors at Nuance Global House, Eastleigh.

9. In principle, the proceeds from the disposal of surplus properties as part of this review being retained on the basis of 50% for the department and 50% for the landlord (with the latter being made available for repair and maintenance expenditure and office accommodation).

Reason(s)

2.1

To identify opportunities to improve the efficient and cost effective utilisation of County Council land and buildings and bring forward at a later date disposals to generate further capital receipts.

2.2

This decision supports Aims 2 and 5 of the Corporate Strategy (Stewardship of the Environment and Improving Services) by efficient utilisation of County Council buildings.
