1. Summary
1.1 The following decisions are sought:
(i) That the Project Appraisal for a shared cycleway/footway on the western side of A3057 Eastern Avenue to implement the second phase of the Andover cycle network between London Street and Newbury Street, at an estimated cost of £200,000 including some developer funding, be approved.
(ii) That under Sections 65 and 66 of the Highways Act 1980 the section of footway between London Street and Newbury Street, Andover be converted for shared use by pedestrians and cyclists.
2. Reason
2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by providing a safer and more sustainable alternative form of transport between the north and south-eastern settlements of Andover and the town centre.
3. Other Options Considered and Rejected
3.1 A project feasibility study investigated the possibility of utilising a section of George Yard car park which would have resulted in the loss of 17 car parking spaces. As Borough Council Members did not support that proposal this revised scheme is now proposed.
