1. Summary

1.1 This report brings Members up-to-date on progress made and new issues arising since the last report to this Panel in October 2005.

2. On-Street Parking Management

      Pay and Display Charges

2.1 Work is currently underway to install parking meters in a number of parking bays within the town centre that are currently limited waiting (30 minutes or 1 hour between 8 am and 6 pm, Monday to Saturday). These bays are in Leigh Road, Market Street, High Street and Blenheim Road and charging will be operational from 6 March 2006.

2.2 It is anticipated that this will lead to a greater turnaround of use of parking spaces in the town centre streets and reduce the need for shoppers to drive around to search for a space.

      Permit Parking Charges

2.3 In November 2005 the Borough Council introduced charges for second and subsequent residential parking permits and all carer permits in the Borough. For residential properties, the first permit is free.

3. On-Street Parking Problems Associated with Schools and Colleges along Chestnut Avenue

3.1 On 30 January 2006 the Eastleigh Local Area Committee resolved to seek funding from the Cabinet to consult residents and businesses on proposals to introduce parking controls in the roads surrounding the colleges in Chestnut Avenue. The proposals include residents' parking schemes on roads in the Monks Way area to the south of Chestnut Avenue and in the Cedar Road/Locksley Road/Burns Road area to the

    north of Chestnut Avenue. The proposals also include pay and display parking in Chestnut Avenue between the Barton Peveril and Eastleigh colleges.

4. New Restricted Parking Zones

4.1 A meeting has been held with developers of the former Pirelli site to discuss the proposed parking controls. Permission is still outstanding from the landowner to progress and implement the Traffic Regulation Order (TRO).

5. Parking in Hamble Village

5.1 Concerns about parking have been raised following consultation on the Hamble Square regeneration proposals which is detailed in the Other Highway Related Programmes report elsewhere on the agenda. Consultants have been commissioned to investigate parking problems in Hamble Village and report on possibilities to improve parking provision and control. The report should be received in late summer 2006.

6. New Controlled Parking Zones

6.1 Signs and lines for two new Controlled Parking Zones (7 and 8) in the residential areas surrounding the former Pirelli site are currently being installed and will become enforceable on 24 March 2006.

7. Verge Parking

7.1 All objections have now been resolved by the Local Area Committees and the TRO is ready to implement. Surveys to assess the numbers and positions of the signs are currently underway. The signs are scheduled to be installed and enforceable by summer 2006.

8. Speed Indicator Devices

8.1 A small Speed Indicator Device (SID) has been bought by the Hedge End, West End and Botley Local Area Committee. The SID has been operating since December 2005 in roads nominated by the Committee. The SID is deployed at each site for approximately two weeks and is recording speeds before and during operation of the sign. The results will be analysed to see the effect that the sign has on prevailing speeds. Use of the SID has been well received by the local communities.

9. Traffic Studies and Traffic Regulation Orders Work Programme

9.1 The current list of Traffic Studies and TROs and their status is attached as an appendix.

10. Impact Assessments

10.1 This report provides a position statement only, therefore an impact assessment, in terms of the Race Relations (Amendment) Act, has not been undertaken.
