Capital Minor Works Programmes 2005/06 and 2006/07

1. Summary

1.1 This report outlines:

      (i) progress with the 2005/06 Capital Minor Works Programme; and

    (ii) details of the 2006/07 Capital Minor Works Programme.

2. Capital Minor Works Programme 2005/06

2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2005/06 programme, £200,000 was allocated county-wide, of which £50,000 was allocated for Fareham, Havant and Gosport. The schemes included in the programme were:

    (i) Bridge Street, Titchfield, provision of build-out £10,000

      and pedestrian facility

    (ii) Down End Road, Fareham, provision of £10,000

      footway

      Total £20,000

2.2 Works are yet to start on these schemes, however, consultation on the Titchfield scheme has been ongoing and works are hopefully due to start in April 2006. Downend Road footway will also commence in April 2006.

3. Capital Minor Works Programme 2006/07

3.1 The funding allocation for the 2006/07 programme county-wide is expected to be £148,000 of which Fareham, Havant and Gosport have an allocation of £37,000. Subject to final confirmation of the budget, it is anticipated that this will enable one scheme to be implemented within Fareham during this financial year.

3.2 The attached appendix details the current schemes within the Capital Minor Works Programme. Each scheme has been subject to a set of ranking criteria based on its benefits (attached at Appendix 1). The highest rated schemes from the list are:

    (i) Mill Road, Fareham, widening of footway,

      implementation of one way traffic order £10,000

    (ii) Red Barn Lane, provision of buildouts to improve

      footway provision (subject to additional feasibility) £10,000

    (iii) Avenue Road, provision of footway on north side £10,000

    (iv) Palmerston Drive, provision of missing footway link £6,000

    (v) A27 Portchester Road, new pedestrian refuges £8,000

4. Impact Assessments

4.1 This report is a position statement only therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.

Recommendation

That Members indicate their preference for a minor works scheme in 2006/07 and the Executive Member for Environment be advised accordingly.
