AT A MEETING of the REGULATORY COMMITTEE B, SCHOOL TRANSPORT APPEALS PANEL held at The Castle, Winchester on 8 March 2006.

1 APPOINTMENT OF CHAIRMAN
RESOLVED:
That Councillor Mrs J. Porter be appointed Chairman.
2 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Councillor Edgar declared an interest as a taxi proprietor in Gosport and therefore had a connection with transport issues.
3 SCHOOL TRANSPORT APPEAL : EWSHOT TO COURT MOOR SCHOOL, FLEET
The Panel considered the report of the Director of Environment (Item 4 in the Minute Book) on the walking route between Ewshot and Court Moor School. They also received a deputation from the parent, Mrs Thornton, expressing concerns about the safety of the walking route, especially where it followed the narrow and winding Ewshot Lane which had no pavements or street lighting.
The Panel, having previously walked the route that morning, then considered all the evidence they had received. After weighing all the arguments, the Panel
RESOLVED:
That the appeal be allowed on the grounds that the section of Ewshot Lane from its junction with Tadpole Lane to a point adjacent to Stillers Farm, to the south of the junction with Aldershot Road is not available unaccompanied or accompanied because that part of the lane is narrow and winding, has poor visibility on bends, and has no pavement or street lighting.
