1. Summary
1.1 This report covers the main programme of traffic management work in the New Forest District area in 2005/06 and 2006/07. These are the capital funded Traffic Regulation Orders (TROs), signing and lining schemes and also the rural traffic calming schemes promoted in partnership with the Parish Councils.
2. Background
2.1 Under the revised agency arrangements for traffic management, New Forest District Council has taken direct responsibility for certain traffic management functions throughout the New Forest area on behalf of the County Council. These arrangements have been in operation since 1 January 2003 and are now well established.
2.2 As part of the agency arrangements, regular liaison meetings take place between officers of the County and District Councils, which are also attended by the Police, to discuss proposed schemes and develop positive partnership arrangements.
2.3 Traffic management issues are raised in a number of ways, usually by parish councils, local district or county Members or residents. Typically, issues of concern raised relate to the speed and volume of traffic, lorry routing/access, congestion, parking problems in residential areas and at schools, or potential safety hazards.
3. Progress
3.1 Schemes that have been progressed as part of the 2005/06 traffic management programme in the New Forest District area are shown in Appendix 1. Schemes included in this list are, at this stage of the year, either operational or expected to be completed by the end of the financial year. The list includes schemes being progressed by the County Council as well as the District Council.
3.2 Schemes proposed for inclusion in the 2006/07 programme for the New Forest District area are shown in Appendix 2. The programme is provisional at this stage and constantly evolves during the year, with new schemes that may arise as a high priority being added to the list as appropriate. However, this can have the effect of delaying the implementation of some programmed schemes that have a lesser priority. This list also includes schemes being progressed by the County Council as well as the District Council.
3.3. Schemes being processed can themselves be subject to delay, modification or deletion as consultations progress, or where the TRO advertising procedure gives rise to objections that are not resolved. Further progress has been made on those schemes already identified in the Parish Partnership Programme within the New Forest District area and these are also included in Appendix 2.
3.4 The 2005/06 programme included work on preparing for decriminalized parking enforcement (DPE). The transfer of responsibility for the enforcement of on-street parking controls from the Police to New Forest District Council took place in January 2006 as planned. This preparatory work included making amendment orders where necessary to correct anomalies. All these have now been made. As a result of the priority given to DPE several TRO projects will now be progressed in 2006/07 instead of 2005/06. During March-June 2006 the need to modify existing parking restrictions in the main settlements in the area will be considered. This will be done in consultation with the local county and district Members and the appropriate town/parish councils. It is hoped that work on completing lining and signing work to correct anomalies will be completed shortly. Later in 2006/07 it is also hoped to undertake preliminary work associated with the introduction of on-street parking charges.
3.5 In this connection it should be noted that the District Council has become a member of the National Parking Adjudication Service (NPAS) Joint Committee. This is the national body, based in Manchester, established under the relevant legislation to provide an independent adjudication service for drivers or vehicle owners wishing to appeal against a penalty charge notice. Since several other Districts in the County have already started operating DPE, the County Council is already a member and the county representative, Councillor Phrynette Dickens, is the Assistant Chairman of the NPAS Joint Committee.
3.6 Regulations have recently been made which enable authorities already operating DPE to introduce camera enforcement of bus lanes under the Transport Act 2000. These will be superseded in due course by regulations under the Traffic Management Act when the provisions for civil enforcement outside London come into effect, although this is not expected to be until at least 2007. They will include not only parking and bus lane enforcement, but also some other moving traffic offences such as banned turns, no entry and yellow box markings. These changes will be kept under review and consideration will be given to the need to take up further powers at the appropriate time as felt necessary.
4. Traditional Style Finger Post Direction Signs
4.1 Traditional style finger posts direction signs fit in well with the environment, street scene and are favoured in some locations over the standard reflectorised signs. Local highways offices have worked closely with Parish Councils and other agencies to provide these traditional signs and finials as replacements for older, damaged or missing signs. The initiative has been very well received locally and there is now considerable demand county-wide for these, particularly in the New Forest and Test Valley areas.
4.2 The manufacture of these signs is undertaken at a foundry using traditional casting methods, each casting being a one off that is then hand painted. The industry is not large with a limited number of suppliers and, as a cottage industry, the outputs are low. Consequently this often means that lead-in times for installations can be lengthy.
4.3 The success of the initiative has created a considerable demand for these signs county-wide and this currently exceeds the manufacturing capacity and the available budgets. There is no separate budget provision for these signs and they are considerably more expensive than the standard sign and therefore the sites for refurbishment need to be prioritised on the basis of safety, ie those sites where a sign is missing may be dealt with first.
4.4 It is recognised that they do enhance the traditional rural image and their continued use is positively encouraged. A schedule of locations where signs have been requested has been compiled and prioritised but it will take a number of years to satisfy the demand and complete the current programme.
5. Impact Assessments
5.1 The Traffic Management Programme proposes a set of measures that would benefit all sectors of the community through improved on-street parking control, assistance to the safe movement of traffic and further control and reduction of traffic speeds. The impact of specific measures would be assessed as they are developed through to Project Appraisal, where appropriate, and following implementation.
5.2 Assessment of the Race Relations (Amendment) Act has been made in the development of the schemes and the programme is not expected to compromise equalities in terms of race, creed or gender.
