Update on Schemes in the Capital Programme

    1. Summary

    1.1 This report provides a progress update on transport schemes from the 2004/05 and 2005/06 Capital Programme together with schemes for the 2006/07 Capital Programme that were approved by the Executive Member for Environment: South Hampshire and Resource Management on 18 January 2006. A summary of schemes is shown in the attached appendix.

    1.2 The table below shows the county-wide improvement programmes for 2006/07 and, where applicable to the Test Valley area, the report item is given for reference.

    1.3 Schemes in the Capital Programme are finance from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.

    2. Capital Schemes 2004/05

        North Baddesley - Rownhams Cycle Route LTP £490,000

    2.1 The start of work has suffered delays due to the treatment programme for Japanese Knotweed and the additional engineering design work relating to carriageway instability issues. As result, an additional £90,000 was approved in December 2005 to allow the scheme to continue. This scheme is programmed to start this spring.

    3. Capital Schemes 2005/06

        A343 Newbury Road, Andover - Puffin Crossing and New Footway links £155,000 EF

    3.1 This scheme for the installation of a new Puffin crossing and construction of new footway links along the eastern side of the A343 Newbury Road linking Smannell Road is now complete.

        Andover Cycles and Pedestrians: London Street to Newbury Street £150,000 LTP, £50,000 EF

    3.2 This scheme forms a link between the recently completed Andover Station to town centre routes and the settlements to the eastern side of the town. This link will commence at the junction with London Street and Eastern Avenue and route north along Eastern Avenue as far as Newbury Street. The detailed design is now complete and works are planned to commenced in March 2006.

        Andover Cycles and Pedestrians: Andover Station - Town Centre £340,000 LTP, £10,000 EF

    3.3 This scheme linking Andover Station to the town centre is now complete.

        Chilworth to Southampton Cycles - £30,000 LTP £134,000 EF

    3.4 The scheme provides an off-road cycleway/footway along the western side of the A27 Chilworth Road from the Chilworth Science Park to the Southampton City cycle network and includes improvements to Manor Road/A27 junction. Works on this scheme are to commence in March 2006.

        Rownhams/Nursling Traffic Management - £50,000 LTP

3.5 The gateway feature on Rownhams Lane close to Routs Way and the associated road markings and signing are to be incorporated within the North Baddesley-Rownhams Cycleway scheme.

    3.6 The remainder of the scheme, south of Routs Way, which consists of road markings, signing and a road narrowing on the border with Southampton, has been ordered and the work is due to be carried out before the end of the financial year.

        New Footways, The Wallops

    3.7 This scheme completes the footway on the B3784 opposite Old Stockbridge Road in Grateley and was completed in April 2005.

        A3090 Winchester Road/Cupernham Lane, Romsey - Traffic Signals - £200,000 LTP, £100,000 EF

    3.8 This scheme has been deferred to 2007/08, due to increased cost estimates arising from stabilisation work for a retaining wall that is needed on the southern side of the junction and the diversion of electricity and telecom services. This, together with development complications on adjoining land, has prompted a scheme review.

    4. Transport Capital Schemes 2006/07

        Monxton Road (John Hanson School) £150,000 EF

    4.1 This scheme will improve the route from the railway bridge to Larch Drive by upgrading an existing mud path to a three metre wide surfaced path over a length of approximately 200 metres, similar to the existing path on the eastern side of the railway line. This upgrade provides an attractive walking route and completes a missing section of cycle route over the railway line between two housing estates and a school. The scheme will also provide access to a major employment area to the west of Andover. Preliminary design work for this scheme is now underway.

        Andover Quality Bus Partnership £200,000 LTP

    4.2 This scheme is reported elsewhere on the agenda as part of the Passenger Transport Report.

    5. Impact Assessments

    5.1 This report provides a position statement only on the progress of schemes in the Capital Programme, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken. Such assessments are carried out for each scheme to ensure the County Council's policies on equalities are not compromised.

    Recommendation

    That Members note the progress with the schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2006/07.
