1. The attached report considers progress with delivery of the 2005/06 Capital Programme. Some schemes will not achieve a 2005/06 start and it is proposed that they should be carried forward to 2006/07. Amendments are being proposed to the 2006/07 programme and sub-programmes have been prepared for pedestrian crossings, community safety initiative, safer routes to school, highways maintenance and bridges, minor works and waste management.

2. Amendments and additions to the Capital Programme need to be made regularly in order to maintain a forecast annual expenditure that is manageable and flexible enough to ensure the target spending can be achieved.

Recommendation

That the Committee considers this report and offers any comments which it believes the Executive Member for Environment: South Hampshire and Resource Management should take into account in making his decision.
