1. Summary
1.1 This report provides a progress update on transport schemes within the 2005/06 Capital Programme together with schemes for the 2006/07 Capital Programme that have been approved by the Executive Member for Environment: South Hampshire and Resource Management on 18 January 2006. A summary of schemes is shown at the attached appendix.
1.2 The table below shows the county-wide improvement programmes for 2006/07 and, where applicable, to the Hart District Council area, the report items are given for reference.

1.3 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.
2. Capital Schemes 2005/06
Fleet Town Centre Improvements - £400,000 LTP, £2,475,000 EF
2.1 The scheme provides pedestrian and traffic management improvements in the Fleet Town Centre area. This includes the upgrading of footways, addition of raised tables at crossing points, carriageway reconstruction and resurfacing and additional car parking. New improved planting areas are to be provided to add to the attraction of the town.
2.2 Works started in August 2005, and are expected to be completed on schedule by the end of April 2006.
2.3 The feasibility of further footway works, at an estimated cost of £70,000 Externally Funded Funds, to further complement the entry routes into Fleet Town Centre, are currently being investigated.
North Hampshire Transport Strategy Bus Infrastructure and Improvements - Yateley Route 3 - £200,000 LTP
2.4 This scheme is reported elsewhere on the agenda as part of the Passenger Transport report (Item 11).
3. Capital Schemes 2006/07
B3272 Corridor - Yateley Traffic Management - £200,000 LTP
3.1 This scheme is reported elsewhere on the agenda as part of the Other Highway Related Programmes Report (Item 10).
Holt Lane Cycleway, Hook - £150,000 EF
3.2 The scheme will provide an improved route for both pedestrians and cyclists from the Holt Lane housing development, through to the Hook Village centre. The route will be a clearly signed mix of shared and segregated use, dependant on available highway land widths and will improve safety along the route with additional low level street lighting to be provided on the currently unlit sections. The scheme details were displayed at a public consultation in November 2005, and were well received. Start of works, subject to approval, are expected to be in the autumn of 2006.
Sandhurst Road, Yateley - £114,000 EF
3.3 The scheme aims to provide a formalised footway along Sandhurst Road, from Yateley to the Surrey border where it links with an existing footway. The route is well used, as can be seen through the existing foot-wear in the verge. The scheme will provide a safe and convenient route through to Sandhurst for shoppers and commuters alike.
3.4 Topographical surveys took place in February 2006, with nature surveys planned for the summer of 2006, due the site being located adjacent to a Site of Important Nature Conservation (SINC). The results of these surveys will be considered for the detailed design.
3.5 Start of works, subject to approval, would be expected in late 2006.
4. Impact Assessments
4.1 This report provides a position statement only on the progress of schemes in the Capital Programme, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken. Such assessments are carried out for each scheme to ensure the County Council's policies on equalities are not compromised.
Recommendation
That Members note the progress with the schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2006/07.
