Update on Schemes in the Capital Programme

1. Summary

1.1 This report provides a progress update on transport schemes within the 2005/06 Capital Programme together with schemes for the 2006/07 Capital Programme that have been approved by the Executive Member for Environment: South Hampshire and Resource Management on 18 January 2006. A summary of schemes is shown at the attached appendix.

1.2 The table below shows the county-wide improvement programmes for 2006/07 and, where applicable to the Rushmoor Borough Council area, the report items are given for reference.

1.3 Schemes in the Capital Programme are financed from the Local Transport Plan (LTP) and/or external funding (EF) received from developers or other contributors.

2. Capital Schemes 2005/06

    A325 Farnborough Gate to Borough Boundary Cycle Scheme - £50,000 EF

2.1 The scheme completes the missing link in the Rushmoor Cycle Route which existed between the Farnborough Gate Retail Park and the Surrey boundary in the direction of Frimley Rail Station. Works are now substantially complete, having started in January 2006.

    Farnborough District Cycle Parking - £24,000 EF

2.2 Additional cycle parking has been provided at 14 sites across Farnborough which were found to have high levels of cycle usage but no formalised parking. The scheme provided safe and secure formalised parking facilities to help promote cycling. Works were completed in January 2006.

2.3 These schemes are reported elsewhere on the agenda as part of the Passenger Transport report (Item 12).

    Old Trunk Road, Farnborough - Flood Alleviation - £14,000 LTP, £65,000 EF

2.4 This scheme removes the risk of flooding in the underpass on Trunk Road, which can cause a long detour for its users. This was done by raising the existing ground level by 600 millimetres and creating drainage gullies to either sides of the carriageway. Water collected at these points is then expelled through new drainage pipes which link in with existing drainage points on Fleet Road. Safety measures include lighting in the underpass, guard railing to assist pedestrians, and an extension to the existing 30 miles per hour speed limit on Fleet Road. Works are now substantially complete, having commenced in February 2006.

    Summit Avenue, Farnborough - Toucan Crossing - £50,000 EF

2.5 This scheme complements the Summit Avenue pedestrian/cycle scheme with a formalised Toucan crossing. The crossing is located at the eastern end of Summit Avenue, enabling safe and convenient passage for the large number of pedestrians who cross the road at this point. The scheme was completed in January 2006.

3. Capital Schemes 2006/07

    Farnborough Town Centre Access Improvements (Solatron Road/North Mead/West Mead) - £1,000,000 EF

3.1 The scheme aims to improve the vehicular, pedestrian and cycle access into the Farnborough Town Centre area and is in the early stages of feasibility. The proposals are to include changing the access to Asda; a Toucan crossing on Solatron Road; the implementation of a bus lane through the Princess Mead/Asda car park; and the improvement of pedestrian and cycle infrastructure to meet desire lines. Subject to design, this scheme will be completed in phases over several years, with works expected to have started on `Phase 1' by early 2007.

    North Camp, Farnborough - Phase 2 - £150,000 LTP

3.2 In the early stages of feasibility, the scheme aims to identify and implement measures to reduce through traffic in the residential area of North Camp. This follows on from the North Camp Phase 1 trial which involved changing Park Road to a one-way system.. A comprehensive travel study took place in November 2005, the results of which will be utilised in the scheme preparation.

    SVD at Traffic Signals, Aldershot (Route 1) - £60,000 EF

3.3 The scheme is reported elsewhere on the main agenda as part of the Other Highway Related Programmes report (Item 11).

4. Impact Assessments

4.1 This report provides a position statement only on the progress of schemes in the Capital Programme, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken. Such assessments are carried out for each scheme to ensure the County Council's policies on equalities are not compromised.

Recommendation

That Members note the progress with the schemes in the Transport Capital Programme and support those approved for inclusion in the Capital Programme for 2006/07.
