1. Summary
1.1 This report outlines:
(i) progress with the 2005/06 Highways Maintenance Programme;
(ii) details of the 2006/07 Highway Maintenance Budget;
(iii) details of the 2006/07 Highways Maintenance Programme; and
(iv) progress on Minor Capital Works (under £10,000 Schemes) and proposals for the 2006/07 programme.
2. Background
2.1 Members will be aware from previous Panel meetings that the highway maintenance programme is funded from both revenue and capital allocations.
2.2 The revenue maintenance programme funds minor works such as pothole repairs, routine drainage work including gully cleansing, signs and road markings, environment maintenance of grass verges, trees and shrubs, weed control and highway emergencies. Minor bridge works and winter maintenance are also funded from revenue allocations. Budgets are set at a level that ensures the safety of the highway network.
2.3 The capital maintenance programme funds planned maintenance, including special maintenance, resurfacing and surface dressing, and also provides for essential repairs to the structure of the highway.
2.4 Members of the public can contact the highways offices on 0845 8504422. The Hampshire Highways website http://www.hants.gov.uk/highways/ contains a wide range of information relating to highway works, including highway policies, fact sheets on various highway activities and also online forms for reporting defects and requesting services, such as dropped crossings for driveways.
3. Progress with the 2005/06 Highways Maintenance Programme
Revenue Maintenance Programme
3.1 The total allocation for Rushmoor for 2005/06 was £327,000. Progress throughout the year has been in line with the spend profile. A budget monitoring statement is included as Appendix 1.
Capital Maintenance Programme
3.2 The total allocation for Rushmoor in 2005/06 was £973,500. This included additional funding of £100,000 for special maintenance schemes, approved by the former Executive Member for Environment targeted at minor roads and urban footways. The programme is nearing completion and it is expected that it will be delivered as planned within time and budget constraints. A budget monitoring statement is included within Appendix 1.
3.3 A status report detailing progress of all special maintenance, resurfacing and surface dressing is attached as Appendix 2.
4. 2006/07 Highway Maintenance Budget
4.1 The overall Highway Maintenance budget for 2005/06 approved by the Executive Member for Environment: South Hampshire and Resource Management is £52,006,000, comprising £24,132,000 revenue funding and £27,874,000 funding from the Capital Programme provision.
4.2 The base allocation has increased slightly from both central government grant through Local Transport Plan as well as local resourced funding. This additional funding is required to offset the £1 million additional energy costs for street lighting and £300,000 for increased tree maintenance.
4.3 The allocation includes £2,989,000 for additional capital maintenance schemes, the emphasis being on footway and carriageway resurfacing. The additional schemes funded are identified separately in the proposed programmes.
5. 2006/07 Highway Maintenance Programme
Revenue Maintenance Programme
5.1 As described above, the revenue maintenance programme funds three main areas of highway maintenance:
(i) reactive minor repair works on the road and footway networks;
(ii) maintenance of current traffic signs and road markings and minor traffic management improvements of signs and road markings; and
(iii) environmental aspects of highway maintenance, including grass cutting, weed treatment and tree and shrub maintenance.
5.2 The total allocation for Rushmoor in 2006/07 is £314,000. A detailed breakdown of the budget allocations for 2006/07 is set out in Appendix 3. An additional allocation of £150,000 is made to Rushmoor Borough Council for the agency managed tree, shrub, hedge and grass maintenance.
5.3 Additional revenue budgets are held centrally for the performance elements of the County Councils term maintenance contract. The performance based work contained in the contract includes:
(i) gully emptying;
(ii) visibility splay grass cutting;
(iii) winter maintenance;
(iv) routine bridge maintenance; and
(v) potholes, road markings and road studs on principal roads.
Capital Maintenance Programme
5.4 The funding allocation for the capital maintenance programme is based on the Highway Assessment Maintenance Priority (HAMP) rating system and will reflect the agreed intervention levels. This year consideration has been given to the UKPMS condition assessment ratings to influence the overall surface dressing programme. Therefore the funding allocation within Rushmoor for the 2006/07 Capital Maintenance Programme will differ from the 2005/06 allocation. The allocation for 2006/07 is £1,036,500 and details of the allocation are set out in Appendix 3.
5.5 Planned structural maintenance repairs undertaken through the capital maintenance programme includes surface dressing, special maintenance and resurfacing schemes. A provisional list of schemes under each of these headings for 2006/07 is attached as Appendix 4.
5.6 The capital maintenance programme also supports the centrally controlled areas of work including major maintenance schemes and bridge maintenance.
6. Minor Capital Works Programme
6.1 This section outlines:
(i) progress with 2005/06 Capital Minor Works Programme; and
(ii) details the 2006/07 Capital Minor Works Programme.
7. Background
7.1 The capital Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2005/06 programme £200,000.00 was allocated county-wide, of which £20,000.00 was allocated to Rushmoor. The schemes in the programme were:
(i) Marrowbrook Lane, Farnborough - pedestrian refuge and footway improvements; and
(ii) Prospect Road, Farnborough - pedestrian refuge and build-outs.
8. Capital Minor Works Programme 2006/07
8.1 The funding allocation for the 2006/07 programme county-wide is expected to be in the region of £148,000 which is less than the previous year. Subject to final confirmation of the budget it is anticipated that this will enable only one scheme to the value of £12,500 to be implemented within Rushmoor during this financial year.
8.2 The attached Appendix 5 details the current schemes within the Capital Minor Works Programme. All schemes have been subject to a set of ranking criteria based on the benefits of the scheme. The highest rated scheme from the list are:
(i) Chapel Lane, Farnborough - widen existing footway outside The Fox Public House;
(ii) Guildford Road/Reading Road junction, Farnborough - build-out to prevent illegal access; and
(iii) North Camp, Farnborough - improve pedestrian signage.
8.3 Hampshire Estates Practice has advised that it has tried negotiating with the owners of the Fox Public House to acquire the land but have been unsuccessful, the only alternative would be a compulsory purchase order which may cost up to £5,000. It is therefore recommended that the Chapel Lane scheme is removed from the list and the Guildford Road scheme accepted.
9. Impact Assessments
9.1 This report provides a position statement only, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.
Recommendation
That Members indicate their preference for minor works schemes in 2006/07 and the Executive Member for Environment: South Hampshire and Resource Management be advised accordingly.
