Purpose:

To approve a response to the Hampshire County Council and the Portsmouth Diocesan Board of Education consultation on the proposed new voluntary aided primary school for the Whiteley area.

In July 2005, Hampshire County Council decided, in principle, to provide a new one form entry primary school in Whiteley. The County Council and the Portsmouth Diocesan Board of Education are now seeking comments on the proposed new voluntary aided primary school for the Whiteley area, within Winchester district. The report suggests responses to the questions on the principle and the location of the new school set out in the consultation.

Decision:

(a) That Hampshire County Council and Portsmouth Diocesan Board be informed that the Borough Council supports the provision of a new primary school in Whiteley and supports the proposed location of the school for the reasons set out in paragraph 10 of the Executive Briefing Paper, contained in the report.

(b) That Winchester City Council be requested to clarify the current position on the proposed provision of a skate park facility on this site as the Borough Council strongly considers that the scheme should be placed on hold as it could be prejudicial to the support for the provision of a new primary school on the site for which the support of the City Council is considered essential; and that Winchester City Council be urged to proceed with the sale of the land required for the proposed school site (adjoining the Meadowside Centre) to the County Council, in order that the development may proceed.

Reason for Decision:

In order that the Borough Council's views on a new one form entry primary school in Whiteley are passed to the County Council, the Portsmouth Diocesan Board of Education and Winchester City Council.
