    1. Summary

    1.1 This report covers the Traffic Regulation Order Programme for Gosport.



    2. Traffic Regulation Order Programme

    2.1 The appendix shows the current status of the County Council funded Traffic Regulation Order (TRO) programme and other TROs required in support of capital programmes, safety schemes, development proposals, events and temporary works.


    2.2 On-going staff shortages within the Borough Council's Traffic Management Section have delayed the programmed schemes. Incomplete schemes will be carried forward to next year's programme.

    3.1 This report provides a position statement only, therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.

    TRAFFIC REGULATION ORDER STATUS REPORT



          1) HCC Funded Annual TRO Programme

    LOCATION & MEASURES

    STATUS

    Leesland Road & Whitworth Road - Extend existing restrictions in Leesland Road to address delay and obstructions at junction with Whitworth Road & review limited waiting west side of Whitworth Road.


    Draft proposals being considered for informal consultation with residents.

    Kings Road/Sydney Road/Queens Road junctions - Double yellow lines on Kings Road/Sydney Road, Queens Road/Sydney Road & junctions of Kings Road with Lear Road, Bevis Road, Blake Road & Sydney Road/Elmhurst Road.


    The informal consultation resulted in a reduction in the extent of the measures. The statutory consultation has been concluded and a recommendation for waiting restrictions at the junctions of Sydney Road with Kings and Queens Road only is to be reported for the approval of the Development Services Manager.


    Gomer Lane Lay-by (near Stanley Park) - Possible limited waiting one or both sides and opposite Cornerways & Last House to control long stay parking by students and staff of Bay House School. Western Way - possible double yellow lines on bend.

    Informal consultation undertaken. Responses to be considered and firm proposals identified. May be considered by Community & Environment Board.

    Portal Road, Bramber Road and Findon Road - Revoke existing double yellow lines western side of Portal Road. Consider reduction in existing lengths of double yellow lines at junctions, in light of the one-way systems.


    Informal consultation in progress.

    Clayhall Road near Haslar Road - Extend double yellow lines across 138-140 opposite Haslar Road junction & from junction with Waterloo Road to outside No. 50.

    Initial residents consultation raised objections and doubts as to merits of proposals. Proposals to be reviewed and residents informally re-consulted.

    Walpole Road Taxi Rank - experimental order for taxi rank between Spring Garden Lane and supermarket, valid for up to 18 months.

    Due to come into force February, 2006.

    Crossland Close and Dolphin Crescent - Double yellow lines east side of Crossland Close and at junction with Dolphin Crescent.

    Not started.

    Grove Road/Manor Way - Extend double yellow lines in Grove Road east.

    Not started.

    Gordon Road junctions - Double yellow lines at junctions with Walton Road, Tintern Road and Richmond Road.

    Implemented.

    Clayhall Road/Boldens Road - extension of waiting restrictions.

    Implemented.

    2) Developer Funded TROs

    STATUS

    Rope Quays/Medical Centre/Unoe Schatt, Mumby Road - Double yellow lines for sight lines at new accesses and at refuges. Scheme included restrictions on King Street.

    Implemented.

    Keyes Road - Double yellow lines at new junction to protect access to housing development.

    Implemented.

    Heritage Way (Priddy's Hard Access Road) Speed limit revised to 40 mph.

    Order made. Signing and gateway works by developer outstanding.

    Brune Lane - Redevelopment of Health Centre - double yellow lines to protect access and address local congestion.

    Statutory consultation complete. Site surveys and review of proposals in progress in light of objections.

    Mumby Road/St George's Barracks - Prohibition of left turn from Mumby Road and prohibition of exit into Mumby Road. Waiting restrictions in Clarence Road at southern access.

    On hold during construction and pending final resolution of developers access/security proposals.

    Cherque Farm - Housing Phases 6 and 7 - Waiting restrictions for David Newbury Drive, Magister Drive.

    On hold pending review of layout and until further development undertaken and occupied.

    Spring Garden Lane -waiting restrictions in support of proposed cycle/pedestrian refuge adjacent to old railway line.

    Informal consultation undertaken.

    Twyford Drive - waiting restrictions at access to car park for Lee-on-the-Solent Residents' Association.

    Awaiting Section 106 Agreement.

    Aerodrome Road - waiting restrictions to prevent inappropriate parking on industrial estate access road.

    Payment received. Process not started.

    Former Belle Vue Site, Marine Parade East - waiting restrictions each side of proposed refuge in Marine Parade and within Cambridge Road to maintain satisfactory access.

    Awaiting S106 Agreement.

    32 Forton Road/Parham Road - waiting restrictions and loading ban at junction.

    Awaiting S106 Agreement.

    Safety Scheme/Capital Scheme TROs/Other Externally Funded Schemes

    STATUS

    Forton Road/Crossways - possible relocation of bus stop to position north of Alldays and creation of short stay parking outside store. Plus waiting restrictions to protect sight lines to new pedestrian refuge.

    Relocation of bus stop to be considered by ITS and other restrictions identified accordingly.

    Marine Parade/Pier Street - loading and unloading only in lay-by to improve sight lines to Pier Street. Waiting restrictions in Marine Parade to improve sight lines to car park.

    Measures to be progressed in association with Sustainable Suburbs project due for implementation late summer 2006.

    Tukes Avenue/Lapthorn Close - amendments to waiting restrictions as necessary to improve sight lines.

    Measures to be confirmed by Safety Engineering in development of Tukes Avenue Safety Scheme. Public consultation due February.

    Jellicoe Avenue/Western Way/Village Road waiting restrictions in support of proposed pedestrian refuge.

    Statutory consultation concluded. Measures to be implemented.

Temporary TROs for Hampshire Highways, Utility Companies etc.

    Dunkeld Road Rear - closure of access for resurfacing in vicinity of 32b.

    Order made. Works expected February.

    Bury Road/Ann's Hill Road - Prohibition of all turns, except left out to enable gas main replacement works.

    James Road/James Close - Temporary road closure to enable carriageway re-alignment and drainage works.

    Order made. Works expected October to March.

    Cherry & Rowan Close, Lee-on-the-Solent - temporary road closure for demolition and redevelopment.
