Project Appraisal: Southampton Airport (Parkway) Station Accessibility Scheme

1. Summary

1.1 The following decisions are sought:

      (i) That the Project Appraisal for accessibility measures in the vicinity of Southampton Airport (Parkway) Station and Southampton International Airport, including real-time information; public transport infrastructure; a cycleway; new railway crossing and cycle parking facilities, to be externally funded at an estimated total cost of £230,000, be approved.

      (ii) That approval be given for a proportion of the total cost, namely £90,000, to be made available to South West Trains towards constructing and maintaining the elements of the works on land currently on lease to the company from Network Rail.

      (iii) That under Sections 65 and 66 of the Highways Act 1980 the existing footway along the appropriate sections of the route be converted for shared use by pedestrians and cyclists.

      (iv) That Agreements be sought with British Airports Authority, South West Trains and Network Rail to establish Permissive Rights of Access over their land along the lengths of the route identified in section 7.3 of the report.

      (v) That licences be sought to obtain permission to work on the sections of the route on land owned by British Airports Authority and Network Rail and as identified in section 7.3 of the report.

      (vi) That maintenance Agreements be sought with British Airports Authority, South West Trains and Network Rail regarding the sections of the route identified in section 7.3 of the report.

2. Reason

2.1 This decision supports Aims 1 and 2 (Maximising Life Opportunities and Stewardship of the Environment) of the Corporate Strategy by assisting vulnerable road users and promoting alternative methods of transport to the car.

3. Other Options Considered and Rejected

3.1 In relation to the cycling aspects of the scheme the Mitchell Way (Airport Access Road) cycle route and railway crossing resulted from a feasibility assessment of six options. Five options were not progressed due to high scheme costs, engineering difficulties, safety reasons and land issues.
