1. Summary
1.1 The following decisions are sought:
(i) That the amendments to the 2005/06 and 2006/07 Transport Capital Programmes be approved.
(ii) That sub-programmes for 2006/07 for pedestrian crossings, community safety initiative, safer routes to schools, Central Hampshire Village Initiatives, highway maintenance and bridges, minor works and traffic management be approved, subject to further consideration of any recommendations on priorities made by Highway and Transport Advisory Panels.
2. Reason
2.1 Any decisions made in relation to the Environment Capital Programme will support Aims 1 to 5 of the Corporate Strategy (Maximising Life Opportunities, Stewardship of the Environment, Achieving Economic Prosperity, Building Strong and Safe Communities, and Improving Services) as expressed in both the current (2001 to 2006) and proposed (2006 to 2011 ) Local Transport Plans.
3. Other Options Considered and Rejected
3.1 There is no alternative at this time to the deferral of the schemes identified as they could not be delivered before the end of the financial year. Some schemes in Winchester could have proceeded but would have exacerbated congestion problems in the area caused by public utilities works.
3.2 Alternative sub-programmes for 2006/07 have been rejected as providing less value for money and being less capable of delivery within the programme year.
