Major Projects Status Report

Report of the Director of Property, Business and Regulatory Services

 

How the conclusion in this report fits with the Corporate Strategy

This scheme will impact on the delivery of the following Corporate Aims

Aim 1 - maximising life opportunities - by providing new and/or improved teaching accommodation to be enjoyed by the schools.

Aim 5 - improving services - by providing good quality buildings that enable service delivery.

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

2. Completed Schemes

2.1 Since the January 2006 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

3. Additional Works and Funding Added Post Contract

3.1 The following schemes have had further funding added to the contract for specific additional works.

3.2 Cove Junior School

    The scheme at the above school for a three classroom and music/drama extension commenced on site during October 2005. An additional £10,000 from the Policy and Resources 2005/06 NDS Condition budget has been added to this contract to convert the existing oil fired boilers to gas.

3.3 Grayshott CE (C) Primary School

      A major scheme currently on site at this school to construct a single storey extension and undertake internal alterations is progressing well on site, with completion due in May 2006. The school has recently added £32,728 to undertake the refurbishment of an existing toilet block, which will be incorporated into the current contract and will have no effect on the programme

3.4 John Hunt of Everest Community

      The major scheme to provide a new school and Youth Facility commenced on site in January 2006 and works are progressing well. Additional school funding of £27,385 has been added, at the request of the school, for revisions to the first floor corridor above the gymnasium, retention of a first floor arts/textiles terrace and retention of fire rated internal screens.

3.5 Netley Marsh Infant School

      A scheme for a new classroom, extended classroom and extended hall commenced on site during August 2005. Additional funding of £20,000 has recently been added to this contract from the Policy and Resources 2005/06 NDS Condition fund for a number of building maintenance items associated with the existing building.

3.6 St Lawrence CE (C) Primary School

      A scheme currently on site at the above school to provide a new hall, kitchen, link building and internal refurbishment is progressing well on site and is due for completion during April 2006. The school has recently added £43,500 from its Devolved Capital allocations for kitchen and hall equipment, furniture, works to fit out a Resource / Teaching area and partitioning of the existing Caretaker's Room.

3.7 South Baddesley Primary School

    The major scheme at this school to provide a new classroom and staff room (phase one) and a new hall and car park (phase two) is progressing well and is due for completion during March 2006. The school has recently added £23,188 to this contract for the provision of a new play court.

3.8 Whitchurch Primary School

      At the January 2005 meeting it was reported that the above school had made a contribution of £8,522 towards replacement coping stones for the major scheme currently on site. Since that time, the cost of these works has been finalised and subsequently reduced to £7,000. The Director of Property, Business and Regulatory Services has now made a contribution for the £7,000 from the Policy and Resources NDS Condition fund 2005/06 and the school have been reimbursed their original contribution.

      The school has since contributed £22,967 towards this contract for the provision of a new ramp to an existing playground.

4. Additional Works and Funding added at Pre Contract Stage

4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

4.2 Additional funding has come from various sources including increased Education Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

4.3 Newtown Soberton Infant School

A design project appraisal for a scheme at this Infant School to provide a new hall and internal adaptations for a Nursery Unit was approved at the July 2005 meeting of the Executive Member for Policy and Resources.

Additional funding of £5,990 from the Education Capital Programme 2005 F&E budget has been added at pre-contract stage for additional furniture requirements.

5. Current Position

5.1 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

5.2 Crescent Primary School

    A major scheme at this school to construct a two classroom and library extension was agreed at the February 2005 meeting of the Executive Member for Policy and Resources. Work was programmed to complete during March 2006, however, due to the late delivery of glulam beams the work will now complete during April 2006.

5.3 Mountbatten School and Language College

      A scheme to provide a new staff room, inclusion room and multi-agency space was approved a the April 2005 meeting of the Executive Member for Policy and Resources. Work was programmed to complete during February 2006, however, the contractor is currently reporting a delay to the contract which will result in a April 2006 completion. The current extension of time claim from the contractor is being investigated to ascertain the reason's for the delay to the agreed programme.

5.4 Netley Marsh Infant School

      As detailed above (in 3.5) this major scheme commenced on site during August 2005 and was due for completion during February 2006. Due to the late delivery of steel work it is now anticipated that work will complete during late March 2006, one month later than previously reported.

6. Pinewood Infant School, Farnborough

6.1 The Cabinet agreed on 13 December 2004 that Pinewood Infant School, which was largely destroyed by fire in March 2003, should be rebuilt as a one-form entry infant school (90 places) with language impairment resource provision. The project is included in the Children's Services Capital Programme 2006/07 at an estimated cost of £3.815m including furniture and equipment. £2.6m of the estimated cost is to be met from the County Council's Insurance Fund. The remaining £1.215m is to be met from the capital receipt due to Children's Services in 2006/07 from the sale of the site of the former Mayfield Infant School, Farnborough.

6.2 The planning application was submitted in January 2006 and the project appraisal will be submitted for approval during June 2006. It is proposed to commence construction of the new school at the end of July 2006.

6.3 Following the fire in March 2003, five temporary buildings, including administration, community spaces and classrooms, have been provided on the site. To enable the construction of the replacement school it is necessary to install a further double temporary classroom during the spring half term week, to allow the existing pre-school to decant from the remaining permanent building prior to the start of construction. The cost of the additional double classroom and associated enabling works is currently being confirmed but is estimated to be a maximum of £75k.

Conclusion

      The details of the major capital projects outlined in this report will provide greatly enhanced school accommodation and facilities.

Recommendations

1. That the position of the major projects being undertaken by the Director of Property, Business and Regulatory Services be approved.

2. That the additional funding added to the major capital project at Newtown Soberton Infant School, at pre contract stage, previously approved by the Executive Members' Education and Policy and Resources at design project appraisal stage, be approved.

3. That the proposal to install an additional double temporary classroom and undertake associated enabling works at Pinewood Infant School, Farnborough, to a maximum cost of £75k, prior to approval of the project appraisal, be approved.
