Grants to Voluntary Organisations 2006/07

1 Summary

1.1 The following criteria have applied since March 1998:

    · Priority to provision for pupils of statutory school age

    · Relevance to the National Curriculum

    · Feedback data from the survey of schools

    · The impact of any loss of grant on the education service

    · The impact of any loss of grant on the organisation in terms of its ability to absorb such reduction or loss as well as its ability to increase charges or raise funding from other sources.

1.2 At the time of agreeing the criteria, the number of organisations receiving grants was reviewed as part of a wider County Council review. For the current year education related grants totalling £26,138 are made to the following organisation:

    · Hampshire Schools Sports Federation (£8,350)

    · British Trust for Conservation Volunteers (£11,510)

    · Hampshire Dyslexia Association (£2,780)

    · National Children's Bureau (£3,500)

1.3 This decision supports Aim 1 (maximising life opportunities) and Aim 4 (building strong and safe communities) of the Corporate Strategy.

1.4 This will also enable the voluntary organisations to work towards the five outcomes of Every Child Matters by encouraging young people to stay safe, be healthy, enjoy and achieve, make a positive contribution and achieve economic well being.

2 2006/2007 Grants

2.1 The Education budgetary provision for grants in 2006/07 (at outturn prices of £26,500) is sufficient only to enable the organisations receiving grant this year to receive a grant plus inflation for next year (providing they continue to meet the criteria).

2.2 The following grants are recommended, with details on each in the appendix, as follows:-

    · Hampshire Schools Sports Federation £8,559

    · British Trust for Conservation Volunteers £11,798

    · Hampshire Dyslexia Association £2,849

    · National Children's Bureau (NCB) £3,587

                    £26,793

2.3 NCB is a membership subscription which historically has been processed by the former Social Services Department. This arrangement will also be reviewed over the next few months.

4.1 The grant proposals are within the agreed budget provision.

5 Personnel implications

5.1 None.

6 Impact assessment

6.1 Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.

7 Crime prevention issues

7.1 The report and the decision arising will have no direct impact upon crime prevention issues.

8 Views of the Local County Councillor

8.1 Not applicable.

Recommendations

1 That the grants totalling £26,793 be awarded to Hampshire Schools Sports Foundation, British Trust for Conservation Volunteers, Hampshire Dyslexia Association and NCB.
