1. Summary
1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Education Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees).
2. Current Position
2.1 The attached tables summarise the current position in relation to schemes funded by the Education 2004/05 and 2005/06 Capital Programme including Minor Works, Seed Challenge, William Price Trust, Schools Access Initiative (SAI), New Opportunities Fund (NOF) and Staff Workplaces budget. The tables provide details of the funding, a brief description of the works and a summary of the current position.
3. Minor Works Capital Programme 2005/06
3.1 South View Junior School, Basingstoke
An allocation of £30,000, excluding fees, has been made in the 2005/06 Capital Programme and the school is making a contribution of £35,000 for works to extend the existing library.
Tenders are due to be invited during April 2006, with an anticipated start on site during July 2006 and completion during September 2006.
3.2 The Wavell School, Farnborough
The School has been successful in a Lottery bid for £43,000, excluding fees, together with a Rushmoor Borough Council contribution of £20,000, excluding fees, and a school contribution of £25,000 to fund a scheme to convert the existing gym into a movement space for the school.
Tenders are due to be invited during May 2006, with an anticipated start on site during July 2006 and completion during August 2006.
4. Staff Workplace 2005/06
4.1 Burley Primary School, Ringwood
Since being reported in January 2006, this scheme has received planning approval to a revised scheme with an estimated building cost of £79,468
An allocation of £25,800, excluding fees, has been made in the 2005/06 Capital Programme - Staff Workplaces Remodelling Budget along with a School devolved capital contribution of £53,668.
Tenders will be invited during April 2006, with start on site anticipated during August 2006 and completion during December 2006.
4.2 Castle Hill Junior School, Basingstoke
An allocation of £30,000, excluding fees, has been made in the 2005/06 Capital Programme and the school is making a contribution of £35,000 to form an extension to the staff room to provide additional space for staff during non-teaching time and to allow staff to prepare for lessons.
Tenders will be invited during March 2006, with start on start anticipated during July 2006 and completion during September 2006.
5. NDS Modernisation - Schools Specialist Accommodation Programme
5.1 Aldworth Science College, Basingstoke
An allocation of £85,411, excluding fees, has been made in the 2005/06 Capital Programme - NDS Modernisation - Schools Specialist Accommodation Programme for a scheme to refurbish two Craft, Design and Technology (CDT) classrooms at the above school. The school has contributed £39,423, excluding fees, towards the proposals and £3,136 will come from the Children's Services Capital Programme contingency.
Work will comprise the stripping out of two existing classrooms and complete refurbishment, to include new flooring, ceilings, lighting, cabling and benching appropriate for a CDT classroom. Minor alterations to an internal store and the refurbishment of a preparation room will also be included.
It is proposed that the windows to the two classrooms be replaced as part of these works and an allocation of £14,651, excluding fees, has been made from the Policy and Resources 2005/06 Capital Repairs budget. This brings the total value of the scheme to £142,621, excluding fees.
It is proposed that this scheme be negotiated with Nolan Davies Contracting Ltd and approval to this course of action was given at the April 2005 meeting of the Executive Member for Policy and Resources.
Work is due to commence on site during March 2006 and be completed during April 2006.
5. Schools Access Initiative (SAI) / Disability Discrimination Act (DDA) 2005/06
5.1 King's School, Winchester
Funding of £74,000, excluding fees, is available from the 2005/06 Capital Programme and £108,670, excluding fees, from the 2006/07 Capital Programme, to provide an internal lift.
It is proposed to tender the works during March 2006, with anticipated start on site during April 2006 and completion during August 2006.
5.2 Wyvern Technology College, Fair Oak
An allocation of £108,700, excluding fees, has been made in the Capital Programme (Schools Access Initiative) 2005/06 and the school is contributing £125,000, excluding fees, for toilet refurbishment works and internal modification works.
Tenders will be sought during March 2006 with an anticipated start on start during March 2006 and completion during July 2006.
6.0 Specialist School College Status Allocations 2006/07
6.1 Cowplain Community School
An allocation of £87,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 which, together with school contributions of £57,249 devolved capital and £50,000 fundraising, will be used for the extension and conversion of the existing caretaker's house to form an IT suite/video conference facilities and offices for school/community use.
Tenders are currently being sought and it is anticipated that works will commence on site during April 2006 and complete during September 2006.
Recommendation
1. That the changes to the minor works programme be approved.
