The British Judo Association, Hampshire County, has experienced a reduction in its resources this year and has had to reduce the amount they allocate for bursaries to talented players in order to maintain their mat replacement programme as well as purchase electronic scoreboards necessary for their competitions. This one-off amount will help to alleviate the immediate problem. |

Basingstoke Synchronized Ice Skating Club (BISC) - Synchronized Ice Skating Teams |

Having just won the British Synchronized Ice Skating Championship in January 2006 and achieving the required standard, BISC's senior team has been selected by the National Ice Skating Association to represent Great Britain at the World Championships being held in Prague from March 30 - April 1 2006. A grant from Hampshire County Council will help the team of 23 skaters meet the high costs of competition. Consultation has taken place with Cllrs Kelly, Frankum, Reid, Gurden and Heath. Cllrs Kelly, Gurden, Reid and Frankum have indicated their support. |

Since last year the Club have successfully appointed a new head coach, Ben Lafferty, former head age group coach at Stockport Metro. In response to the Head Coach's review, the club has made the necessary changes to the club structure to meet the needs of all of the club's ability ranges and purchase the additional water time they need to meet these needs and ensure they are capable of placing swimmers on the 2012 Olympic team. Cllrs Baulk, Leversha and Neal support this application. |

The Association provides: technical, legal and financial advice to voluntary and other sports organisations; financial support to local voluntary clubs, Parish/Town Councils and children's play associations; guidance in the preparation of lottery applications and works with other partners to provide sporting and challenging opportunities for disadvantaged young people. As this is a county wide organisation, consultation took place with Cllrs. Rice (Chairman of the Hampshire Playing Fields Association) and Cllr Byrom, who is an appointed member of the Association's Executive Committee. Cllr Byrom supports this application. |

Solent Sea Rescue Organisation provides financial, training and administrative support to nine beach and sea rescue units, all declared to HM Coastguard around the Solent. This funding represents Hampshire County Council's pro rata contribution to a total of £65,906 from 9 authorities. Nine beach and sea rescue units received grants totalling £18,659. Cllr Gale, the County Council's representative on this organisation, has been consulted. |

Hampshire Badminton Association has a number of development centre's around the county, including the Westgate High Performance Badminton Centre which opened in 2002. Over 150 young people who have the talent, are being trained and coached to reach the highest level of competition. The Centre also has a development role to play in participation and aims to increase this through a wider range of activity programmes, particularly during school holidays. This project supports the corporate aim of maximising life opportunities and the sports strategy aims of developing young people, performance and excellence and active participation throughout life. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

The British Judo Association, Hampshire County, runs a comprehensive programme of competition and gradings. Both competitions and gradings have seen an increase in participants in the last year which is very encouraging. Coaching has been provided to squads of outstanding players who aspire to representative honours in both junior and senior, male and female. There has also been an increase in the numbers gaining National and International recognition in the past year. The Association has also successfully delivered an outreach programme for child protection implementation over the past 12 months. In 2006/07, the Association will continue to run a similar programme to this year. In addition they will be supporting the introduction of Judo into the Hampshire Mini & Youth Games and will be looking to write a County Development Plan for Judo. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

Pitt Street Regional Gymnastics Centre |

Pitt Street Gymnastics Centre in Portsmouth has continued to perform well in the last year, participation having gone up by 6% compared to the same period last year. To cope with the extra recreational demand, the centre has reduced some of the excellence work. The centre was able to do this without any impact on excellence work due to the number of other full-time gymnastics facilities that have grown around the county. Excellence work can therefore be shared amongst these facilities thereby not placing too much pressure on any one facility. This development is very encouraging for the long term development of gymnastics in Portsmouth and of course Hampshire. As the participation base increases, so the pool of talent has the potential to increase. The city centre north re-development plans now include the re-development of Pitt Street on the site of the Mountbatten Centre. In light of these developments and the increased full-time gymnastics provision around the county, officers will work with the city to review the County Council's input to this facility post the provision of the new Pitt Street Gymnastics Centre on the Mountbatten site. As the County Council has a Joint Management Committee arrangement with this organisation and has 3 representatives, Cllrs Bryant, Byrom and Edgar, no additional consultation has taken place. |

Rushmoor Royals Swimming Club |

Rushmoor Royals' swimming club is based in the Farnborough and Aldershot areas of Hampshire. The club caters for over 200 young people learning to swim and over 260 swimmers in their competitive sections. The club competes at a high level, with some swimmers being selected for British Championships. This success is helped enormously by the club's access to the 50m Aldershot Garrison pool, one of only a handful around the country. Since last year the Club have successfully appointed a new head coach, Ben Lafferty, former head age group coach at Stockport Metro. In response to the Head Coach's review, the club has made the necessary changes to the club structure to meet the needs of all of the club's ability ranges and purchase the additional water time they need to meet these needs and ensure they are capable of placing swimmers on the 2012 Olympic team. By making a one-off grant, in addition to the proposed annual revenue grant, the club can financially plan for this transitional phase that will increase the club's costs before they are able to raise all the necessary income to meet these increased costs. The club also provides quality training for club swimmers as well as agreeing to the release of the Head Coach to provide land training support and a talent identification gala for local special schools for Sport Hampshire and IOW. Officers will support the club to find additional grants where needed to meet any shortfall in funding. Cllrs Baulk, Leversha and Neal support this application. |

Hampshire Amateur Swimming Association |

This partnership funding is to support the Hampshire Youth Potential Squad, a group of 24 identified young swimmers in Hampshire who are demonstrating the potential to swim competitively at the highest level. A gap has been identified immediately below the level of elite swimmers catered for within World Class programmes, hence this provision is necessary to prepare swimmers for the intensive demands of the World Class Programmes they should move into in the future. The grant will be used to offer these swimmers 3 training camps and 4 specialised swim clinics, providing ongoing physiotherapy and nutritional support and provide mentoring opportunities to club coaches on how to coach elite swimmers. This is an integral part of the Amateur Swimming Association's Long Term Athlete Development Plan. The Hampshire Amateur Swimming Association have been key in supporting Sport Hampshire and IOW in helping identify swimmers for the Partnership Camp and the writing of the Hampshire whole sport plan. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

This award represents Hampshire County Council's partnership funding towards the provision of a County Sports Partnership in Hampshire and the Isle of Wight until 31 March 2009. The Partnership will be responsible for: · implementing the County Sports Partnership Strategy · increasing participation · widening access in sport · increasing sporting excellence and supporting the development of player pathways to performance · establishing a strong Sports Partnership infrastructure to support the continuous development of the sporting system Over the 5 years of the programme, an investment of nearly £5 million is anticipated for the Hampshire and Isle of Wight Sports Partnership from a wide range of partners including the sports lottery, the regional sports board, local authorities, governing bodies of sport, government, sponsors etc. Other new opportunities for investment in coach education, health and other areas are also anticipated. As this is a county wide organisation, no additional consultation has taken place with County Council members. |

Testway 7's is a youth orientated, multi-agency project operating in Andover and Romsey. Now entering its sixth year, the initiative uses sport and partnership working to build sustainable and fruitful relationships with young people. The project successfully prevents crime and anti-social behaviour by occupying young people with positive, team-building sporting activities, resulting in a peaceful and safe neighbourhood with young people who are active and involved in their community. Testway 7's has been evaluated and used as a good practice case study in the United Nation's Global Development and Peace programme. In the next year, partnership funding will support the extension of the project to introduce two more new sporting activities together with working closely with adults/parents to train as deliverers, coaches and/or administrators. The project is also funded by BBC Children in Need, Hampshire Children's Fund, Building Safer Communities, Drug Action Team and Test Valley Borough Council totalling £51,000. The forward programme of activity is also supporting the Cabinet key priority work that is addressing issues surrounding young people, crime and deprivation in Andover. Cllrs. West, Hughes, Kirk, Dowden, Perry, Cooper and Woodhall have been consulted. Cllrs Kirk, Dowden, Perry, West (who is as member of the Testway Housing Board) Cooper and Hughes have indicated their support. |
