1. Summary

1.1 This report details the programmes for:

      (i) Street Lighting;

      (ii) Regeneration of Older Urban Areas;

      (iii) Bridgeworks;

      (iv) Intelligent Transport Systems; and

    (v) Development Related works.

2. Street Lighting

      Maintenance Contract 2002/07

2.1 The maintenance contract continues to provide over 99% of all street lights on at any one time with performance levels remaining much the same since the change to `working days'. The maintenance contract was originally measured in calendar days and this has been changed to Monday to Friday or `working days'. Satisfaction levels with regards the delivery of street lighting, following a recent telephone survey, suggest a varied response across the county. However, whilst there are specific instances of failure to repair within reasonable time scales, the performance indicators within the contract are generally being met.

      Extension of the Maintenance Contract

2.2 Discussions are currently in progress with the current Maintenance Contractor, Southern Electric Contracting, regarding the extension of the existing contract. Any possible extension will be dependent upon past performance and the contract continuing to give value for money.

      Private Finance Initiative (PFI)

2.3 A report was approved by Cabinet on 23 January regarding the submission of an Expression of Interest to the Department for Transport (DfT) in relation to a PFI for street lighting maintenance and Column Replacement. Should such a bid be successful it is anticipated that the new contract would commence in mid to late 2008.

2.4 With a greater than average ageing stock of street lighting columns, the question of the County Council's ability to fund their replacement within a reasonable period has become the main issue, irrespective of the condition of the columns at present.

2.5 Government funding has not been forthcoming through the Local Transport Plan (LTP), nor is the County Council minded to provide the necessary funds through Prudential Borrowing or increasing the revenue budget. The only remaining option is, therefore, to make a bid for funding under the Government PFI funding regime.

2.6 The County Council has, therefore, submitted an expression of interest to the DfT and awaits an answer; hopefully to move to the next stage in May or June 2006.

      Energy

2.7 A new contract for the supply of energy has been awarded to E.ON UK (the owners of Powergen). The contract will supply 100% green energy for 2 years starting on 1 April 2006 and will be exempt from the Climate Change Levy. This was the cheapest option available and also allows the County Council to continue its strategic aim of promoting the use of renewable energy sources.

    The Deadsure Computer System

2.8 The street lighting computer management system, Deadsure, designed to monitor the street lighting maintenance contract, became operational on 10 February 2005. The new system was required as the previous system, SLIMs, was mainframe-based and the mainframe was switched off at the end of March 2005. There are still a few problems to resolve regarding data and reports, but the inclusion of the street lighting GIS database and the expectation of the web browser and mobile field-based operational returns make this an innovative system for the future.

      Column Replacement Programme 2005/06

2.9 The £1.8 million programme of work for 2005/06 commenced in late March 2005. The programme for the Havant area is as follows:

2.10 The programme, estimated at £2.2 million, is expected to commence in April 2006. Details of the final programme will be made available once all the necessary quotes have been received but the provisional programme in Havant is as follows:

2.12 A report will be considered by the Executive Member for Environment: South Hampshire and Resource Management on 21 March 2006. Bids have, so far, been received for the following sites in the Havant Area:

3. Regeneration of Older Urban Areas

      Town Centre, Havant

3.1 The County Council's Regeneration of Older Urban Areas (ROUA) 2003/05 programme included a budget allocation of £50,000 for technical studies in Havant town centre. The Borough and County Councils have used the funding to work in partnership on plans to regenerate Havant town centre. Urban design consultants Roger Evans Associates have been jointly commissioned to prepare an Urban Design Framework to guide the long-term planning of the town. Preparation of the framework is now reaching completion and a comprehensive programme of consultation will be undertaken on the final proposals.

3.2 In the short-term, the urban design framework is informing the Borough Council's capital programme, providing guidance for a range of environmental improvement schemes funded through the Liveability programme, the Local Transport Plan and future investment decisions for the ROUA programme.

4. Bridge Works Programme 2006/07

4.1 The Bridges Section of the Environment Department is responsible for all existing county highway structures, together with new structures built as part of road works, housing and industrial schemes. This covers inspection, maintenance, replacement, load assessment and strengthening. Raynesway Construction Southern (RCS) carries out most maintenance, through a term contract. Some specialist works, such as graffiti removal, and larger schemes, such as bridge replacements, are awarded by tender.

4.2 Most work on bridges is capital funded via the LTP, but inspections, routine maintenance and environmental maintenance of subways are revenue funded.

      Havant Station Footbridge

4.3 This footbridge, jointly owned by Network Rail (NR) and Hampshire County Council, links housing and residential areas to the shopping centre and the station. Some elements were in poor condition and the footbridge has been the subject of extensive discussions with NR, Havant Borough Council, David Willetts MP, and local Councillors.

4.4 The chosen strategy is for some short-term repairs, followed by inclusion of a new footbridge in the LTP submission. The lighting has been upgraded and RCS carried out the short-term repairs between March and June 2005. This included new fence panels, cleaning the roof, removing the damaged guttering on the approach ramps, and new surfacing on the whole bridge. The replacement footbridge is being considered for the capital programme for 2009/10.

      Emsworth Mill No 1 Footbridge, Emsworth

4.5 This footbridge links South Street to The Promenade on the east side of Quay Mill. The concrete beams are in poor condition and were due to be repaired, but further investigation has shown complete replacement to be a better solution. It had been intended that work would be carried out in summer 2005, but Environment Agency (EA) requirements have resulted in a postponement to 2006. Further details will follow as they are agreed with EA.

      Heroes Subway, Waterlooville and Stockheath Road Subway, Havant

4.6 New murals are planned for the Heroes subway, under the A3 Maurepas Way at Waterlooville, and for the Stockheath Road subway in Havant. Consultation will be starting shortly, with a view to the work being undertaken in summer 2006.

5. Intelligent Transport Systems Group (ITS)

5.1 The ITS Group of the Environment Department manages the feasibility, design, implementation, operation and maintenance of traffic control and traffic and travel information systems throughout Hampshire. Further responsibility now sits with the ITS group for the monitoring of, and improvement to, the operation of the highway network as a result of the Traffic Management Act.

5.2 Progress on schemes 2005/06 and 2006/2007 within Havant is as follows:

      (i) a new Puffin crossing in Church Road, Hayling Island, near Katrina Gardens, will be completed in February 2006;

      (ii) feasibility work is on-going with regard to a Puffin crossing on Purbrook Way, Havant, between the A3(M) and Hulbert Road;

      (iii) detailed design is complete for new traffic signals at the A27/ Harts Farm Way junction. Installation is anticipated during 2006/07. This is an externally funded scheme and the construction programme will depend on the developer's proposal;

      As part of the A3 Quality Bus Partnership (QBP):

      (iv) Real Time Information (RTI) is being installed as part of the A3 Scheme. The existing Hampshire and Portsmouth RTI systems are being integrated;

      (v) following the installation earlier in the year of eight monitoring and security CCTV cameras, a further 10 cameras are proposed for installation on subsequent sections of the scheme;

      (vi) completion of new traffic signals in Waterlooville town centre, at the junction of London Road, Stakes Hill Road and St George's Walk, is anticipated for Spring 2006;

      (vii) design work is progressing on a new traffic signal bus gate for Waterlooville;

      (viii) design work is progressing on new traffic signals for the A3 at Dell Piece, including Hazleton Way; and

      (ix) design work is progressing on new traffic signals for the A3 at Cowplain.

6 Development Related Works

6.1 Section 38 Development work currently being undertaken by Hampshire Highways in the Havant area is detailed in Appendix 1.

      External Funding

6.2 External funding and schemes relevant to that funding are detailed in Appendix 2.

7 Impact Assessments

      This report provides a position statement only, therefore an impact assessment, in terms of the Race Relations (Amendment) Act has not been undertaken.
