1. Summary
1.1 This report covers the main programmes of traffic management work completed and ongoing in the borough during 2005/06 under the following headings:
(i) Traffic Regulation Orders and Road Safety Schemes;
(ii) Decriminalised Parking Enforcement;
(iii) Cycleways; and
(iv) Liveability Schemes.
2. Traffic Regulation Orders and Road Safety Schemes
2.1 The Borough Council receives numerous requests from the public for traffic management measures and priority is given to those where road safety is an issue. Priority is also given to those Traffic Regulation Orders that are required to facilitate development. Schemes also transpire as a result of monthly `Casualty Reduction Partnership' meetings that take place with the County Council's Safety Engineering Group and the Police to discuss matters relating to the fatal and life threatening accidents that occur on the borough's roads.
2.2 The list of schemes completed or in progress in the 2005/06 capital programme is shown in Appendix 1.
3. Decriminalised Parking Enforcement
3.1 Decriminalised Parking Enforcement (DPE) has been introduced successfully in 8 of the 11 districts in the county so far, with a further one proposed for October 2006. In these districts, both the District and County Councils are members of the National Parking Adjudication Service (NPAS) Joint Committee. This is the national body, based in Manchester, established under the relevant legislation to provide an independent adjudication service for drivers or vehicles owners wishing to appeal against a penalty charge notice. The county representative, Councillor Phrynette Dickens, is the Assistant Chairman of the NPAS Joint Committee.
3.2 Regulations have recently been made which will enable local authorities operating DPE to introduce camera enforcement of bus lanes under the Transport Act 2000. These will be superseded in due course by regulations under the Traffic Management Act when provisions for civil enforcement outside London come into effect, although this is not expected to be until at least 2007. They will include not only parking and bus lane enforcement, but also some other moving offences such as banned turns, no entry and yellow box markings. These changes will be kept under review and consideration will be given to the need to take up further powers at the appropriate time as felt necessary.
3.3 In Havant, the improved enforcement has resulted in representations, particularly from Emsworth residents and traders, to extend the 30 minute limited on-street waiting in central Emsworth and to introduce a residents' parking scheme. As a result, the 30 minute limited waiting will be extended to 45 minutes with effect from 1 April 2006 and an experimental residents' parking scheme will be introduced from the same date.
4. Cycleways
4.1 Information as to the progress being made with the various cycleway schemes is set out in Appendix 2.
5. Liveability Schemes
5.1 Havant Borough Council is a pilot authority for the transformation of services in connection with public open spaces and has been awarded £3.3m to be spent on capital schemes that enhance selected public spaces.
5.2 Many of the schemes involve improvements to the highway and will be subject to a Section 278 Agreement, which is still to be finalised.
5.3 The highway related schemes are as follows:
(i) London Road Precinct, Waterlooville
This scheme includes improvements to paving and the provision of street furniture, lighting, trees and gateway features to the northern section of the existing London Road Precinct.
(ii) Leigh Park Parking Pilot
Schemes piloting different solutions to the residential parking problems are to be carried out at Kingsworthy Road and Iping Avenue.
(iii) West Street, Havant
This scheme includes the provision of seating, lighting and York stone paving in the section of West Street outside St Faith's church.
(iv) Eastoke Corner, Hayling Island
This scheme includes the provision of a pedestrian plaza and viewing platform linking shop frontages to the seafront, with revisions to the highway and parking spaces.
(v) Langstone
This scheme includes an extension of the bridge lighting, an improved pedestrian refuge at Langstone, a small car park and tree planting to the south of the bridge.
(vi) Emsworth
This scheme includes improvements to the A259 subway (mirrors, anti-slip surfaces, handrails and artwork), an improved crossing refuge south of the A259/North Street roundabout, improvements to the roundabout, replacement railings and enhancement of the A259 lighting.
(vii) Milton Road, Cowplain
This scheme includes improved parking, new trees and street furniture, a mini roundabout, road narrowing, rumble strips and new surfacing on that section of Milton Road between the Eagle Avenue and Lovedean Lane junctions.
(viii) Signage
New Borough boundary and neighbourhood signs have been designed and will be erected at appropriate locations within the Borough in order to improve consistency of signage and a sense of place.
5.4 The various schemes are expected to be completed in Spring and Summer 2006.
6. Impact Assessments
6.1 This report provides a position statement only therefore an impact assessment in terms of the Race Relations (Amendment) Act has not been undertaken.
